Role description

Under general direction, the Senior Geographic IS Programmer Analyst works in the SFPD Technology Division and assigned to the National Incident-Based Reporting System (NIBRS) modernization project where they will be responsible for developing, testing, implementing, and supporting business intelligence solutions in ArcGIS, Oracle Analytic Server (OAS), Oracle Data Integrator, and other Business Intelligence and GIS / ETL tools.

Essential Duties: 

  • Create dynamic dashboards using Esri products such as ArcGIS Dashboard, WebApp Builder, Experience Builder, and other related technologies to meet the department’s data analytics and mapping needs.
  • Develop and provide demonstration of dashboards to internal and external staff.
  • Support the development and maintenance of the department’s ArcGIS (Portal) Enterprise platform and other geographic information system (GIS) infrastructure.
  • Manage and fulfill geospatial data and mapping inquiries by designing data schemas and structures for spatial datasets, integrating data from multiple sources, and publishing both digital and physical cartographic products.
  • Work on GIS projects such as migration of data from OAS to ArcGIS.
  • Perform related duties and responsibilities, as assigned.

How to qualify

In order to be considered, you must possess the following education and experience:

1. Education: An associate degree in computer science or closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field].

AND

2. Experience: Three (3) years of full-time experience in application or software development or programming.

  • Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualification: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Advanced proficiency in ArcGIS Pro, ArcGIS Online, Esri Enterprise Portal, ArcServer, and experience developing dynamic dashboards with Esri’s suite of web mapping applications.
  • Possession of education, certification, and/or professional experience in geography, geographic information systems, data science, or related fields with a strong foundation in geospatial data management and GIS infrastructure.
  • Familiarity with Python, Model Builder, FME, Arcade, Javascript, HTML, CSS for automation, web mapping, and user interface design.
  • Fluent in SQL with experience in database design and management, ideally with Oracle and PostgreSQL / PostGIS.
  • Knowledge and/or experience with ETL/ELT (Extract, Load, Transform) projects, tasks, and applications (Oracle Data Integrator, SSIS, Informatica).
