The San Francisco Department of Public Health (DPH) is accepting applications for class 1634 Principal Account Clerk.

Type of Appointment: Temporary Exempt (TEX) Exempt. In accordance with San Francisco Charter Section 10.104, exempt employees serve at the discretion of the appointing authority. The duration of the position shall not exceed 36 months. The qualified applicant pool resulting from this recruitment may be utilized to fill exempt vacancies at various locations within DPH.

Role description

Under direction, the Principal Account Clerk supervises the activities of staff engaged in various accounting and financial transaction activities; performs difficult and responsible accounting and financial transaction and clerical work; prepares and reviews a variety of complex financial documents and records; interprets, enforces and carries out existing policies, regulations and procedures relating to accounting and financial activities; makes regular contacts with other departmental personnel, the general public and outside organizations in connection with accounting and financial operations; and performs related duties as required.

Essential Duties:

  • Supervises, instructs, plans, assigns, coordinates, monitors, evaluates and reviews work of subordinate and office personnel in an accounting unit including such functions as utilizing system applications, statements, worksheets, processing statistical reports, reconciliations, cash receipts, distributions, encumbrances, and payments.
  • Performs complex accounting analysis and financial transaction processing and resolves difficult operating issues.
  • Prepares routine correspondence, reports, memoranda, and letters to members of the staff, other organizations and the public.
  • Responds to inquiries in person or on the phone to members of the staff, other organizations, and the public regarding accounting and financial operations.
  • Assists in the development and implementation of new operating policies and procedures.

The 1634 Principal Account Clerk also performs other related duties as assigned.

How to qualify

Minimum Qualifications - Required

EXPERIENCE:

  1. Two (2) years (equivalent to 4,000 hours) of verifiable experience in a position supervising and directing accounting and/or financial transaction functions OR
  2. Fours (4) years (equivalent to 8,000 hours) of verifiable experience processing financial and accounting matters (e.g., cost records, deposits, expenditures, allocations), bookkeeping, and/or financial record keeping. Such experience typically includes verifying correctness of financial documents, maintaining expenditure records and reconciling subsidiary accounts.

Substitution of Experience: 30 semester units / 45 quarter units of coursework from an accredited college or university with a minimum of 12 semester units (or equivalent quarter units) in accounting may be substituted for up to one (1) year of the required experience as described in #1 or #2.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Knowledge in managing construction costs, requesting work order, and reporting
  • Experience in complex accounting duties related to a major capital improvement project
  • Patient accounting experience in Public Health
  • Proficiency in financial system application systems, PeopleSoft
  • Proficient in Excel to process large amount of data

Electronic Health Record (EHR): The Department of Public Health (DPH) utilizes a unified Electronic Health Record (EHR) system and DPH employees must demonstrate competency in the use of the system that is appropriate for their classification as a condition of employment.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e., weakens the seal between the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.
