Role description

Under general supervision, supervises a unit involved in processing health care claims for reimbursement: monitors accounts, bills and reports; interprets, implements and enforces policies and procedures; traces and adjusts bills; assists patients and third party payors; assists the Patient Accounts Supervisor and performs related duties as required.

Examples of essential duties of this position include but are not limited to:

  • Provides immediate supervision to a staff involved in processing claims for reimbursement; reviews work of subordinates for complete documentation as required for claims processing; resolves problems in cases assigned to unit; performs related duties such as preparing, employee production reports and timerolls and screening and distributing mail;
  • Using computer reports to identify problem areas, monitors accounts assigned to billing clerks in order to ascertain timely processing; monitors patient accounts transferred from other hospitals; monitors pending Medi-Cal bills for completeness; monitors exception report printout listing accounts in pre-billing stage for correct coding;
  • Assists in implementing new procedures when State and Federal laws governing reimbursement changes interprets relevant Medi-Cal and Medicare regulations; enforces existing business office procedures for claims processing;
  • Traces Medi-Cal reports by analyzing and researching denials of reimbursement either personally or through assignment to subordinates; uses tracer report to verify reasons for unpaid bills; uses restricted access to terminals to make billing adjustments; researches private insurance claims for missing information;
  • Assists patients with forms and questions; assists in all incoming calls or correspondence relating to third party payor inquiries; contacts patients or Department of Social Services for verification of Medi-Cal status contacts auxiliary departments concerning problems involving documentation required for billing; and
  • Handles Patient Accounts Supervisor's responsibilities in his or her absences assists supervisor in preparing reports for annual audit.

The 1662 Patient Accounts Assistant Supervisor also performs other related duties as required.

How to qualify

MINIMUM QUALIFICATIONS:

Experience: Two (2) years of experience billing, claims processing and/or collecting healthcare service reimbursements or medical claims from Medi-Cal (Medicaid), Medicare, insurance, third party payors, and individual payors in a hospital, healthcare agency, or healthcare billing organization.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Thorough knowledge of medical claims processing procedures, including Medicare, Medicaid and insurance billing rules and requirements.
  • Knowledge of the basic principles of accounts receivables, including payments posting, adjustments and error corrections processing.
  • Experience working with HIPAA electronic transactions and formats, including: 837, 835, 834, 820, 276, and 277 and standard code sets such as ICD-10, HCPCS Level 1 and Level 2, etc.
  • Ability to explain complex policies and procedures to a wide variety of people, such as Clinic staff and patients.
  • Ability to apply billing and collections methods and procedures.
  • Ability to supervise the work of subordinate staff.

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire (Weight: 100%): Qualified candidates will be emailed a supplemental questionnaire exam that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill, and ability levels in job-related areas which may include but not be limited to: Knowledge of medical claims processing procedures, including complex Federal Medicare, State Medicaid/Medi-Cal and Universal Billing Forms regulations applicable to hospital and mental health billing; Knowledge of the basic principles of accounts receivable, including posting of payments and application of adjustments; Knowledge of the basic principles of electronic data processing; Knowledge of billing and collections methods and procedures; Supervision; Interpersonal/ Collaborative Ability; Oral Communication; Computer Ability, which includes computer and software use; and/or Written Communication. A passing score must be achieved on the Supplemental Questionnaire in order to be placed/ranked on the Eligible List. Candidate responses on the Supplemental Questionnaire cannot be changed once submitted. Candidates will be placed in rank order according to their final score on the Supplemental Questionnaire.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of twelve (12) months and may be extended with the approval of the Human Resources Director.

Certification: The certification rule used for the eligible list resulting from this selection procedure will be Rule of Ten (10) Scores. Additional position-specific selection mechanisms may be conducted by the hiring department prior to making final hiring decisions.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e., weakens the seal between the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.
