Role description

Under the direction of the Director of Systems & Architecture, this position will be responsible for design, administration & implementation to the future state of the San Francisco Police Department’s state of the art infrastructure in support of the NIBRS records management system (RMS).

This role requires expert knowledge in administration & implementation of traditional Hardware, Software, Virtualization & Provisioning workloads in Cloud Infrastructure. With NIBRS implementation this role will require deep technical skills to do system sizing, cloud provisioning, administration of Cloud instance of SFPD in AWS, Performance Analysis & Improvements to the overall implementation.

At a broader scale, this position will support and contribute to the enterprise architecture framework and support innovation at the SFPD through Proof of Concepts (POCs) and the development of reference architecture frameworks.

The essential duties of this position include, but are not limited to:

Leadership

  • Oversees the performance of day-to-day operational support for server, storage, and/or network infrastructures in SFPD portfolio.
  • Follows the six pillars of cloud well architected framework: Operational Excellence, Security, Reliability, Performance Efficiency, Cost Optimization, and Sustainability
  • Initiate, reviews, provides feedback on complex projects and act as lead member from the team to develop a roadmap for SFPD infrastructure.
  • Be a Lead contributing team member on IT projects across multiple agencies related to upgrades, updates, or fixes for core operating systems and their related components, without negative impact to the overall availability and reliability of the enterprise systems/networks.
  • Prepares and distributes complex reports and dashboards on business systems within SFPD for internal users and other agencies as needed.
  • Acts as a liaison between vendors, technical support providers and departments to resolve complex systems problems. Coordinates and implements corrective measures which may involve site visits, telephone assistance, remote systems and/or systems/network management.
  • Provides technical support to department staff, other city departments, and contractors by providing subject matter expertise and coordination.
  • Participates and supports the Department’s Emergency Management role in Citywide events.
  • Leads and directs the work of other junior engineers

Cloud

  • Serves as technical lead to enable SFPD’s vision to migrate the workloads to Cloud and continue to support the ongoing platform operations responsibilities for workloads existing in Public, Private and Hybrid Cloud.
  • Defines, implements, and automates Platform Engineering responsibilities including account provisioning, configuration management, image management, tagging and patch management in Cloud environment
  • Defines, implements, and automates Cloud Operation responsibilities including operational health, lifecycle management, capacity management, cost optimization, and availability & continuity.
  • Utilizes agile execution, automation, infrastructure-as-code while provisioning Cloud workloads.
  • Designs, plans, installs, tests, integrates, implements, documents, maintains and enhance the physical and logical components of a large complex system of virtual servers, virtual server platforms and storage as well as third party cloud offerings (Azure, AWS, Oracle Cloud) and hybrid on-prem/cloud platforms. This may involve the analysis and evaluation of systems software, hardware, and communications strategies.
  • Plans, implements, and provides principal level support for Cloud technologies related to PaaS, SaaS and IaaS

On-Premise Infrastructure

  • Support SFPD systems, hardware, and networks to ensure department maintains a supportable and reliable infrastructure.
  • Plans, implements, maintains, and coordinates upgrades/updates/fixes for core operating systems and their related components, without negative impact to the overall availability and reliability of the enterprise systems/networks.
  • Assures proper planning, engineering, documentation, installation and testing of systems.
  • Leverage server automation through use of scripts and batch files.
  • Maintains records of systems documentation, business systems within SFPD.
  • Provides server and application support, arrange upgrades and refreshes.

Performs related duties and responsibilities as assigned.

How to qualify

1.    Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND,

2.    Experience: Five (5) years of full-time experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications/Skills:

  • Experience in building hybrid cloud and integration of private and public cloud providers (AWS, Azure, Google Cloud Platform)
  • Experience with server virtualization platforms – VMware and experience with operating system (Windows and Linux)
  • Working knowledge of infrastructure system services (Active Directory, DHCP, DNS, DFS/NFS, NTP, SSL, etc.)
  • Datacenter Server implementation and operation expertise (Racks, UPS, Cable management, out-of-band, etc.)
  • Experience in hardware monitoring
  • Experience in Enterprise Storage and Backup technologies - Data Domain, Hot and Cold - Cloud Backup Solutions

Background Investigation: Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment. Reasons for rejection may include use of  controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision, inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo  drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. San Francisco Police Department (SFPD) job applicants would need to provide official verification consistent with the City's COVID-19 policy they are "Fully Vaccinated/Full Vaccination" before they can advance to the required Background Process phase of the recruitment process. "Fully Vaccinated" and "Full Vaccination" mean two weeks after completing the entire recommended series of vaccination (usually one or two doses) with a vaccine authorized to prevent COVID-19 by the FDA, including by way of an emergency use authorization, or by the World Health Organization (WHO).
