San Francisco Municipal Transportation Agency and the Office of Racial Equity & Belonging

The San Francisco Municipal Transportation Agency (SFMTA or “the agency”) connects San Franciscans with their communities to enhance the economy, environment and, ultimately, the quality of life in the city. As an agency within the City and County of San Francisco, the SFMTA is responsible for managing the city’s transportation network. The agency has more than 6,000 employees who are responsible for the management of all ground and some underground transportation in the city. The SFMTA has oversight over public transit, as well as bicycling, paratransit, parking and curb management, street operations, walking, and taxis.  

 

Directed by the Racial Equity Officer, the Office of Racial Equity and Belonging (OREB) is responsible for directing and developing SFMTA’s Racial Equity Action Plans and a series of related projects to integrate racial equity into all areas of work at the agency. The office directs integrated projects to support the agency’s equity commitment through:

  • Agencywide Policy, Process & Practice Improvement
  • Culturally Specific Interventions to Optimize Racial Equity in MTA Systems
  • Equity Analyses & Establishment of Equity Standards & Priorities
  • Monitoring, Evaluation & Accountability Systems for Agencywide Equity Commitments

Role description

Examples of Key Duties of the Equity Assistant:

The Equity Assistant will report directly to the Racial Equity Officer, while providing administrative and technical assistance to all four OREB Managers. Reporting to the Racial Equity Officer, the Equity Assistant will be responsible for the following core duties:

·         Assists in the development of the SFMTA Racial Equity Policy, resolutions and related tools and dashboards by proposing and reviewing staff, MTA Board of Directors, and stakeholder feedback, industry research, social justice literature/frameworks/best practices, evaluating the feedback/data, and preparing reports.

·         Performs administrative and/or management functions in the areas of operations, budget, contract/grant development and/or office management/support services by planning, coordinating and/or evaluating the activities related to the Phase One Racial Equity Action Plan, Safety Equity Initiative, and racial equity initiatives noted in the Strategic Plan.

·         Leads logistical coordination of OREB Equity Support Team initiative; Prepares agenda items, make presentations, gathers, compiles and analysis meeting, office hour and supervision meeting data to support OREB Managers and Racial Equity Officer in program administration.

·         Prepares agenda items, attends department meetings, and/or makes presentations at various types of business meetings on behalf of the office, including inter-agency meetings, Racial Equity Action Plan Leads Meeting, and cross-division Discipline Intervention Committee and subcommittee meetings.

·         Assists in the preparation of reports, analyses and development of development of OREB templates and checklists to optimize efforts in all team, collaborative (within MTA), and external partnership planning and implementation processes.

·         Gathers, compiles, analyze data and prepares reports using database programs, spreadsheets, various word processing applications, to develop content for OREB website, intranet, Equity Newsletter, social media and all staff communications.

·         Manages office and coordinates technical support of activities by performing personnel, data processing and clerical tasks to support OREB hiring needs in FY 2022-2023 and FY 2023-2024.

·         Coordinates a variety of clerical, administrative & technical support activities by such facilities coordination/setup, IT planning, project management, outreach processes, distributing or reproducing reports, registration functions, data processing, inventory control, and purchasing & billing functions for a variety of OREB events.

·         Assists in the preparation of Racial Equity Action Plan (REAP) and other progress reports by monitoring deliverables, gathering information, interviewing and providing technical assistance to REAP action leads, performing qualitative analysis, preparing reports and writing summaries for the Equity Newsletters to ensure compliance with City and departmental equity priorities/commitments.

·         Assists in the development and recommends changes to OREB project processes, policies and procedures by reviewing provisions and evaluating the effectiveness of practices established in the first two years of the Office of Racial Equity and Belonging program and team practices. Will evaluate and recommend practices to optimize program process for Equitable Communications and Policy, Process and Practice Improvement Units.

·         Performs related duties and responsibilities as assigned.

How to qualify

Minimum Qualifications:

Possession of a baccalaureate degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education, or related field, or other areas closely related to specific department program or function. For example, Ethnic Studies, Gender & Women’s Studies, Sociology, LGBTQ+ Studies, Planning, Communication, Public Health, Urban Studies, Public Policy, Labor & Employment Studies, Political Science, Criminal Justice Studies and Humanities.

 

Substitution:

Substitution: May substitute up to two (2) years of the required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

·         Experience conducting outreach or public input sessions with the public/stakeholders, particularly those who are unrepresented in public engagement processes.

·         Experience monitoring and evaluating programs or reports.

·         Ability to independently manage and coordinate stakeholder meetings, including scheduling, developing agenda, sending calendar invitations, and disseminating meeting notes.

·         Experience in youth development, engagement, outreach, or leadership programs.

·         Knowledge of workforce development strategies or laws pertaining to non-discrimination and equal employment opportunity.

·         Knowledge of trauma-informed systems principles or harm-reduction practices, particularly for providing support and communicating about racism and other traumas.

·         Experience writing reports, talking points, or briefs to summarize strategic goals & progress.
