Role description

As the Senior Clean Transportation Specialist, you will be responsible for the administration and implementation of the California Energy Commission (CEC) clean transportation grant: Electric Vehicle (EV) Ready Communities Phase II, Blueprint Implementation. Grant funding will complete four (4) major tasks to advance clean transportation: a city-wide EV Ombudsperson program, mapping tool with a major technology partner, expand fast-charging infrastructure, accelerate mode-shift by getting delivery-app workers out of cars and onto electric bikes to make food deliveries. You will have day-to-day decision-making responsibilities for the grant and its projects, as well as the ability to negotiate within project scopes. You will supervise a team of direct reports and be responsible for staff supervision and development.

The grant began on 11/4/2022 and will end on 11/4/2024. An extension of time may be granted by the CEC. At the grant’s conclusion, you may receive new clean transportation project(s), and/or program(s) to manage.

Serving in a Senior Specialist-level position (Class 5642), you will work under the supervision of a Class 5644 Principal Environmental Specialist responsible for defining project scopes and deliverables. You will supervise a team of Environmental Coordinators (Class 5640), Environmental Assistants (Class 5638), and fellows or interns as the need may arise.

What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.

  • Manage the administration and implementation of the CEC Electric Vehicle Ready Communities Phase II, Blueprint Implementation grant.
  • Act as the City’s EV Ombudsperson to identify and eliminate institutional barriers to developing public fast-charger installation and identifies new sites and hosts for additional fast-chargers so a minimum of 100 Level 2 and 25 DCFC are installed or in construction by the end of the grant.

To accomplish the objectives, the EV Ombudsperson shall:

  1. Within 6 months, draft a “Challenges Summary Analysis,” a baseline of challenges confronted by charging providers in a dense urban environment, such as San Francisco. It will include the following for each challenge identified. 
  2. Represent public and charging provider interests and facilitate efficient communication among all relevant stakeholders such as utilities, charging provider, and other City agencies. 
  3. Develop a system to track public EV-charging installation projects to document that a minimum of 100 Level 2 and 25 DCFC are installed or in construction by the end of the grant.
  4. Identify additional site hosts and provide as-needed support to San Francisco International Airport (SFO) and the Port of San Francisco in an effort to initiate fast-charging projects at those locations.  
  5. Implement feedback from charging station providers to improve permitting processes.  
  6. Provide as-needed technical assistance to charging-providers to facilitate California Environmental Quality Act (CEQA)-compliance and notices. 
  7. Liaise between the SFPUC, PG&E, EV charging providers and other stakeholders to explore a smart charging pilot program that informs tactics to balance the electrical grid. 
  8. By the end of the grant, develop a “Guidebook for City Stakeholders.” This internal, dynamic document will guide city officials with advice, information, and contact information to effectuate EV charging projects.    
  9. By the end of the grant, develop and maintain a “one-stop shop” website to assist charging providers and the public with EV charging project development.
  • Concurrently manage staff and partners of the other three (3) tasks within this grant. Deploy abilities to prioritize assignments, manage time with limited oversight, organize complex data and information, analyze for root causes of barriers and issues, and collaborate with diverse range of stakeholders to achieve mutually beneficial outcomes.
  • Obtain participation and manage communications among grant stakeholders including building other City departments and agencies, other local governments, state and federal agencies, advocates, community-based organizations, and private partners.

Supervision Exercised  - Supervises staff including Class 5640 (Environmental Specialists), 5638 (Environmental Assistants), fellows, and interns.

Appointment Type - This position is a Permanent-Exempt Appointment with an anticipated duration of 36 months. The position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

Minimum Qualifications

  • Education - Possession of a baccalaureate degree in environmental sciences, public administration, business administration, accounting, biology, or a field related to transportation (including but not limited to environmental studies, planning, computer science, or engineering), from an accredited college or university; AND
  • Experience - Four (4) years of professional experience in performing duties similar to those described in this class, within the specialty area of energy programs (such as energy efficiency or clean transportation)
