In 2021, San Francisco released its new Climate Action Plan (CAP) which charts a pathway to achieve net-zero greenhouse gas (GHG) emissions and works toward addressing racial and social equity, public health, economic recovery, resilience, and providing safe and affordable housing to all. According to San Francisco’s last greenhouse gas (GHG) emissions inventory buildings accounted for 41% of the city’s emissions. The building operations chapter of the CAP addresses operations in new construction and major renovations, retrofits of existing buildings, workforce development and streamlining government and utility processes to support building decarbonization to ensure all large commercial buildings are net zero by 2035 and all buildings by 2040. A core principle of decarbonization will include racial and social equity and a just transition for workers.
The Senior Building Decarbonization Coordinator is a 3-year position that will project manage the implementation of the building operation chapter on the CAP and will include (1) the development and enforcement of new electrification policies; (2) a deep understanding of the legal and institutional, financial and economic, political and social, and practical and technological opportunities and challenges with these new policies; (3) leading a task force that is charged with supporting the development of these building decarbonization policies to ensure San Francisco has zero emission buildings and resilient, affordable and healthy home; and (4) ensure all programs and policies simultaneously align with environmental justice goals and incorporate an equitable, inclusive approach.
The Senior Building Decarbonization Coordinator will act under the supervision of the 5644 Climate Program Manager and manage a team of four – five members. The position will perform a variety of duties related to the administration and development of this project including but not limited to project/program development and management; support budget development; effective employee supervision; and establishing and implementing models for decision-making with communities.
What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.
- Supervise the strategic and administrative implementation of the strategies and actions in the building operations sector of the San Francisco 2021 Climate Action Plan
- Oversee all aspects of multiple projects including contracting, budgeting, technical research, city coordination and external stakeholder engagement.
- Act as the liaison between city agencies, partners, contractors, and other stakeholders engaged in the building decarbonization.
- Provide strategic leadership for San Francisco’s building decarbonization activities in federal and state law, state and local building codes, and state and regional rulemaking.
- Convene and facilitate collaborative workshops and taskforces, bringing the department’s racial and social equity approach to support implementation of new policies and develop new solutions that support diverse needs of stakeholders – including workforce development and community capacity building.
- Develop strategies for solving technical and institutional barriers to building electrification through research, analysis, and engagement with technical experts on a report on wide range of building topics and policy issues.
- Manage two – three direct reports focused on residential and commercial decarbonization, building codes and standards and workforce development; and collaborate with other internal teams.
Appointment Type - This position is a Temporary Exempt Appointment with an anticipated duration until end of Fiscal Year 22-23 (June 30, 2023). Continuation beyond June 30 is contingent on continued funding. The position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.
How to qualify
- Education - Possession of a baccalaureate degree in environmental sciences, engineering, public administration, business administration, or in a field closely related to the duties of this position from an accredited college or university; and
- Experience -Four (4) years of professional experience performing job duties similar to those described in this class within the specialty area of climate action in support of decarbonization planning, green building, energy efficiency or energy systems.

- Experience supervising seasoned and entry level staff and excellent project management and execution skills - staying on scope/schedule/budget.
- A commitment to promoting equity, diversity, and inclusion within the workplace and a track record of diverse community engagement and service
- Deep familiarity with electrification and decarbonization of buildings - technologies, design and delivery processes, operations.
- A strong understanding of CA Title 24, energy codes and utility rebates.
- Strong interpersonal communication (both written and verbal) and technical skills are required to effectively use working relationships with diverse stakeholders to achieve the city’s climate action goals.
- A self-starter with strong problem-solving skills, an attention to detail, and an ability to work both independently and collaboratively with cross-functional teams.
