ABOUT US
Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America.  San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park.  Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Role description

The Environment, Health and Safety Manager will be responsible for administering all activities pertaining to environmental health and occupational safety services, ensuring compliance with laws, ordinances, rules and regulations.  Plans, develops, directs and provides leadership in comprehensive loss control, safety and health programs for the Department.  This includes managing existing and implementing new programs to prevent occupational injury and illness, decrease workers’ compensation management expenditures, and development of staff development and training for safety and non-safety areas.  Informs and advises senior managers and executive staff.

Essential duties of the position include:
1.  Directing the work of subordinate professional staff (including safety officers, senior industrial hygienists) and supporting staff in the identification, evaluation and control of hazardous conditions (physical, chemical, and biological) and comprehensive loss control program including management of workers’ compensation services.

2.  Implementing and maintaining a comprehensive safety program to prevent occupational injury and illness.

3.  Developing health and safety performance standards, goals, and objectives for all divisions of a department and monitoring performance for effectiveness and continuous improvement.

4.  Developing section budget, goals, plans and priorities and establishing standards for performance of subordinate staff.

5.  Consulting with and advising management and staff on policies, procedures, and practices contributing to improving health and safety policies and procedures.

6.  Directing efforts to ensure compliance with applicable federal, state, and local laws, ordinances, rules, regulations and departmental policies and procedures.

7.  Managing and implementing department-wide program of training and education in the areas of occupational safety and health.  Including review of training and education programs and ensuring mandated training is conducted in conformance with legal requirements.

8.  Representing the department on occupational safety and health issues, policies, procedures, and regulations before a variety of boards, commissions and other groups and interfacing with regulatory, environments and special interest organizations.  Working with representatives of the City Attorney as needed to address legal concerns and compliance.

9.  Performing other duties as assigned.

How to qualify

a) Bachelor’s degree in Safety, Occupational Safety and Health, Safety Management, Physical, Natural or Biological Science, Environmental Health/Management, Industrial Hygiene, Environmental Studies/Sciences or a closely related field from an accredited college or university.  AND

b) Five (5) years of professional occupational or industrial safety and health, and/or industrial hygiene experience.  Qualifying experience must include three (3) years of experience supervising professionals engaged in industrial hygiene, occupational safety and health, and/or workers compensation services.  AND

c) Possession of Certification as a Certified Industrial Hygienist by the American Board for Global EHS Credentialing of Industrial Hygiene and/or Certification as a Certified Safety Professional by the Board of Certified Safety Professionals.  AND

d) Possession of a valid California Driver’s License.

Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Master’s degree in Safety, Occupational Safety and Health, Safety Management, Physical, Natural or Biological Science, Industrial Hygiene or Environmental Studies/Sciences.
  • Possession of state certification for asbestos and lead. 
  • Credential as a Claims Examiner by the Industrial Claims Association. 
  • Ability to manage multiple projects effectively and work independently.

SELECTION PROCEDURES
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which include the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be invited via a separate link to complete a MQSQ as a required part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 100%):
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skills; Team Building; Communication & Conflict Management. A passing score must be achieved on the Management Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  


Note: A passing score must be achieved on all examination components in order to be placed/ranked on the resulting Eligible List.  Candidates will be placed on the eligible list in rank order according to their final score.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.   

What else should I know?

Certification:  The certification rule for the eligible list resulting from this examination will be Rule of the List.  The hiring department may conduct additional selection processes to make final hiring decisions.


Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
