Role description

APPOINTMENT TYPE: Permanent Exempt, Full Time appointment – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

POSITION DESCRIPTION:

Under general administrative direction, the Principal Administrative Analyst tracks, reviews, and analyzes EEO data that will have cross-departmental impacts at the SFMTA.  In addition to the data function the Principal Administrative Analyst may supervise support staff, ensure compliance with rules and regulations and present findings to various stakeholders.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Conducts difficult, sensitive, highly visible and complex analytical work that has significant impact on the functions and operations of the department.
  • Develops methodologies to collect, track, analyze, maintain and report EEO-related data, including semi-annual and annual workforce demographics and employment practices. (such as data on applicants, hiring, promotions, discipline, and separations).
  • Conducts research and analyzes data.
  • Reviews the data for trends, problems, etc. and reports such findings back to the overall EEO team to determine if any remedies or corrective actions may be needed.
  • Ensures confidentiality of personal identifiable information.
  • Tracks compliance with Federal Transportation Authority (FTA) rules and regulations, as well as other contractual agreements.
  • Presents findings using graphs, charts, PowerPoint presentations and other methods to visualize data.  This includes presenting reports to senior management staff and other stakeholders.
  • Structures data to find usable information for various stakeholders.
  • Evaluates current EEO policies and recommends changes or new policies to EEO management based on data trends to support equal employment opportunity initiatives.
  • Leads detailed and comprehensive studies, including economic analyses to evaluate trends in the regional labor market including employment patterns and trends.
  • Prepares formal reports, documents findings and makes policy recommendations on EEO matters such as standardizing corrective actions taken based on egregiousness of the issues.
  • Responds to informational requests, including those of a highly sensitive nature.
  • Consults with senior management and subject matter experts to clarify needs, define goals and identify important issues, processes, patterns and trends.
  • Implements new policies and procedures related to tracking and analyzing EEO data.
  • Monitors and evaluates newly enacted and proposed legislation, regulations, court decisions and/or memoranda of understanding and their implications on the department; advises management; develops comprehensive user manuals to assist in program implementation.
  • May supervise and train administrative staff.
  • Performs related duties as required.

How to qualify

MINIMUM QUALIFICATIONS:

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

DESIRABLE QUALIFICATIONS:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalists at the end of the selection process.

  • Experience working in EEO, or other programs designed to further enhance equal employment opportunities.
  • Experience tracking, analyzing, and presenting data.
  • Supervisory experience.
  • Ability to communicate effectively, both in writing and verbally
  • Ability to work effectively with a wide variety of stakeholder from various backgrounds. 
  • Experience analyzing data to assess compliance with federal programs.
  • Experience with governmental regulatory compliance.
  • Experience using Human Resources tracking systems such as Oracle PeopleSoft, Performance Management Systems or other similar systems.
  • Experience with SQL or statistical analysis software.
  • Proficiency in operating computers using Windows-based programs, including Word, Excel, and database software in a standard indoor office environment.
  • Ability to work both independently and as part of a team.
