The San Francisco Department of Public Health is accepting applications for a permanent civil service Healthcare Preparedness Manager (0923 Manager II), Population Health Division.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans.

The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description

The Healthcare Preparedness Manager (0923 Manager II) functions as a mid-level manager in the Public Health Emergency Preparedness and Response (PHEPR) Branch with responsibility for the healthcare planning activities of the PHEPR branch.  This includes making decisions that impact the daily operations and implementation of established procedures of coordinating preparedness within San Francisco’s various health systems and solve problems that may result in deviation from established protocols.  This role will interface with management at the health systems level both within DPH and externally.  They will provide direct supervision for professional personnel who oversee coordination with health system emergency preparedness coordinators, health system plans and who support health system response. They will be responsible for interfacing with the various healthcare entities (both within DPH and externally) in San Francisco and will manage programs, operational activities, and projects within the system.

ESSENTIAL DUTIES:
The Healthcare Preparedness Manager (0923 Manager II) performs the following essential duties:

  1. Manages programs, operational activities and projects of the Health Preparedness Section; assists with development and implementation of operational policies to ensure efficient operations
  2. Supervises and provides coaching to the Healthcare Planning Lead and the Preparedness Coordinator
  3. Trains and evaluates the activities of DPH personnel and coordinates and monitors the work of consultants and contractors working for the Section. 
  4. Works with other managers and staff to evaluate and implement goals, responsibilities, policies, and procedures of the PHEPR Branch; evaluates procedures, identifies, and analyzes problems and issues, and implements solutions.
  5. Develops and implements operational policies to ensure the efficient operation of the healthcare preparedness section.
  6. Evaluates procedures, identifies and analyzes problems and issues and implements solutions for the Section.
  7. Participates in budget development by providing detailed justification and persuasive arguments for proposals and initiatives as well as coordinating budget preparation, monitoring expenditures, preparing reports and correspondence to achieve healthcare preparedness and response goals and adjust for emergency needs/department priorities.
  8. Directs the allocation of resources to achieve healthcare preparedness and response goals within the budget and will adjust to response do emergency needs and address departmental priorities.
  9. Coordinates and collaborates with healthcare managers from within and outside of the Department of Public Health.
  10. Provides oversight and directs the applications for additional funding for Section activities.
  11. Participates in planned and unplanned emergency activations.
  12. Participates in emergency exercises as required.
  13. Attends DPH and PHEPR branch staff meetings and conferences as required.
  14. Attends local, state, and national meetings and trainings as required.

The Healthcare Preparedness Manager (0923 Manager II) performs other duties as required or assigned.

How to qualify

REQUIRED MINIMUM QUALIFICATIONS
All candidates must verify that they meet both elements below—education and experience that includes all types of experience listed.

  1. EDUCATION: Possession of a bachelor’s degree from an accredited college or university,
    AND
  2. EXPERIENCE: Three (3) years of verifiable professional experience in healthcare emergency preparedness and response.

EDUCATION SUBSTITUTION: Additional qualifying experience as described above may be substituted for the required education on a year-for-year basis up to a total of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

DESIRED QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.  

  • Two (2) years of experience supervising professionals
  • Master’s degree in public health or a closely related field

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. For more information about this Management Test (and a suggested reading list) please visit: SFDHR.org. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

Supplemental Questionnaire (SQ) Examination (Weight: 60%): Candidates who achieve a passing score on the Management Test Battery (MTB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: Knowledge of best practices and management of healthcare preparedness functions, ability to identify, analyze, and troubleshoot issues or problems, the ability to supervise, manage, and train staff in a supportive way, and the ability to present facts clearly, concisely, and accurately in writing. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.  

Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. The list will be used to fill current and future vacancies within the next six (6) months.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
