The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

Maintenance Division

The Maintenance Division is responsible for maintaining the Port's seven and one half miles of waterfront property and maintaining the waterfront as a positive connection to the other parts of the City. More than 100 skilled crafts persons are responsible for the preservation and improvement of the Port's fishing harbors, ferry landings, public parks, cargo terminals, piers, promenades, and buildings. The overall maintenance performed by the Maintenance Division includes the skilled work of carpenters, electricians, painters, gardeners, iron workers, pile drivers, plumbers, roofers, operating engineers, teamsters, welders, machinists, asphalt workers, sheet-metal workers, stationary engineers, and general laborers.  

Role description

Under direction, the Superintendent of Harbor Maintenance is responsible for managing the day-to-day operations of up to eight (8) sections of the Maintenance Division. The Superintendent is responsible for planning, coordinating, and directing the work of up to eight supervisors; preparing and monitoring capital and operating budgets; managing staffing levels, evaluating performance, schedules and prioritizing; and meeting project demands while ensuring quality control and employee safety. This position also coordinates and collaborates with City and Port staff, tenants, vendors, and contractors and manages resources by initiating and approving purchases for just in time arrival of materials and supplies. 

The essential duties of this position include the following: 

  • Directs the day-to-day operations of a functional section of the maintenance department. 
  • Develops annual plans and goals for the short- and long-term maintenance and construction needs. 
  • Provides program oversight and directs day-to-day operations for regulatory programs such as the Storm Water Pollution & prevention program, Recycling-Waste Reduction Program, Sanitary Sewer Overflow program, Emergency Response program and Injury and Illness Prevention Program. 
  • Develops facilities and equipment maintenance plan. 
  • Directs the work of supervisors and staff including assigning projects, setting challenging standards aligned with goals and objectives, evaluating work performance and initiating development and corrective strategies. 
  • Prepares capital and operating budgets. 
  • Monitors capital and operating budgets. 
  • Manages staffing levels and classifications, balancing budgetary constraints and project demands. 
  • Coordinates and collaborates with City and Port staff, tenants, vendors and contractors to meet project demands and deadlines. 
  • Initiates and approves purchasing requests and manages just in time arrival of materials and supplies. 
  • Makes critical operational decisions that are effective and timely.
  • Ensures quality control and employee health and safety through job site visits and inspections, review of pertinent documents, and monitoring alignment with goals and deadlines. 
  • Communicates important issues and information to the appropriate individual(s). Maintains confidentiality and keeps manager informed. 
  • Resolves conflicts in coordinating projects to ensure the efficient use of resources and labor while meeting agreed upon deadlines. 
  • Responds to afterhours emergencies and coordinates needed actions. 
  • Ensures staff is fully trained on all required programs such as health and safety, harassment prevention, basics of supervision as well as all required certifications and medical monitoring. 

Note: This position requires the ability to work in inclement weather; in some cases, to work evenings, weekends, and holidays; and possible exposure to hazardous conditions found in and around buildings, structures, or construction sites.

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university; AND  three (3) years supervisory experience in building and facilities maintenance and repair with responsibility for the direction and evaluation of staff including developing work plans, coaching, initiating corrective action, setting priorities and providing training;

OR

2. Seven (7) years management-level experience in building or facility maintenance and repair to include responsibility for the direction and evaluation of staff including developing work plans, coaching, initiating corrective action, setting priorities, and providing training.

AND

3. Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

The Ideal Candidate

The ideal candidate will be a strong manager with excellent communication skills.  This person will be analytical, concise and will have strong attention to detail.  They will be a thoughtful, independent thinker and not afraid to make difficult decisions. The incumbent will have the ability to manage staff, provide leadership, inspire, motivate and empower staff to achieve established goals; with integrity and belief in the value and necessity of equity and diversity.

The ideal candidate will be a collaborative manager who is able to work with City and Port staff, tenants, vendors, contractors, human resources representatives, employees, union representatives, and members of the public.   Additionally, the ideal candidate will have the ability to develop, establish and implement program objectives and action plans with appropriate milestones and timelines to meet program/organizational goals. 

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

SELECTION PROCEDURES:

Management Test Battery (Weight: 40%): Qualified candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire (SQ) Evaluation (Weight: 60%): Qualified candidates with a passing score on the MTB will be sent the SQ link after the closing of this filing period. Applicants will be given a deadline to return the SQ. The SQ is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in class 0931 Harbor Maintenance Superintendent, Port of San Francisco.

Failure to complete these steps by the established deadlines will result in disqualification. All applicants’ responses to the Supplemental Questionnaire are subject to verification.

A passing score on both the Management Test Battery and Supplemental Questionnaire must be achieved in order to be placed/ranked on the confidential eligible list. Candidates will be placed on the confidential eligible list in rank order according to their final score.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.

Compensation: The normal annual salary range (A) is  $141,492 - $180,622 . Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills.
