The Planning Department is seeking qualified applicants for the position of Tenderloin Sustained Operations Manager to join our Community Equity Team.  This is an exciting opportunity to lead the coordination of ongoing sustained operations in the Tenderloin on behalf of the City and County of San Francisco.

The Department
The San Francisco Planning Department (CPC) plays a central role in guiding the growth and development in our City. The Department works with other City agencies and the community to help achieve great planning for a great city.   

The Community Equity Division

The Planning Department prioritizes racial and social equity tasks across all divisions coordinated through the new Community Equity Division. The purpose of this Division is to reflect upon our historical and current inequities and revise our policies and implementation strategies to reverse inequities for our American Indian, Black communities, other communities of color, and other historically marginalized communities. The Division includes three units: Equity Plan Team, Community Engagement, and Policies and Strategies. The Community Equity Divisions works closely with community leaders and the Office of Racial Equity. This is a temporary (5-10 year) division to support the transition of the Department towards a strong equity framework. The Division is a collaborative, team-oriented environment with opportunities to work both individually and on project teams on a wide variety of issues to advance racial and social equity internally and externally. We collaborate with staff of other City agencies and the general public. Community outreach and engagement is a critical part of our work.

Role description

The Tenderloin Sustained Operations Manager will lead the coordination of ongoing sustained operations in the Tenderloin on behalf of the City and County of San Francisco.  This position will coordinate efforts for the ongoing work of the Tenderloin Community Action Plan, the next phase of the Tenderloin Emergency Initiative, which was led by the Department of Emergency Management from December 2021 through June 2022.  This position is responsible for development, coordination, and implementation of ongoing operations from various City departments to contribute to sustained improvement in the Tenderloin Neighborhood.  This role liaises directly with Tenderloin community and stakeholder groups and is responsible for ensuring the City’s operations support the recommendations outlined in the Tenderloin Community Action Plan.  This position will report directly to Miriam Chion, the Community Equity Division Director.  This position will directly supervise one analyst/planner, one planner, will be supported by and coordinate with one senior community development specialist and one community development assistant, and will indirectly supervise and oversee the operations of many City and non-City agencies.   

The Tenderloin Sustained Operations Manager would be hired for three years to complete three major efforts:  

  1. Refinement, funding determination, and implementation of the Tenderloin Community Action Plan community priorities in partnership with community members, community-based organizations, and City agencies.
  2. Facilitation and engagement of residents, community-based organizations, and business owners and employees in the neighborhood.
  3. Collection, assessment, and reporting of data relevant to the plan goals, actions, and metrics to the City and community.

The essential functions of this position include

  • Coordinate with City agencies to further the immediate priorities of the Tenderloin community, including decreasing violence and open drug sales, increasing connections to treatment and services for those who need it, and maintaining infrastructure and street improvements in the neighborhood 
  • Establish and oversee minimum levels of service for City agency operations in the Tenderloin and direct the allocation of resources to achieve timely outcomes to the established goals  
  • Monitor and evaluate the effectiveness and efficiency of the ongoing joint operations group 
  • Collaborate with critical parties including but not limited to the Planning Commission, relevant District Supervisor offices, and the Board of Supervisors, to propose and pursue new legislation or legislative changes. 
  • Facilitate regular coordination meetings as necessary 
  • Oversee project plans and deliverables by the joint operations group assigned to ongoing Tenderloin operations  
  • Maintain positive working relationships with City agencies, community organizations, neighborhood stakeholder groups, residents, businesses, and other community representatives 
  • Consults and advises on deployment of ongoing community ambassador programs 
  • Support project plans and permit requests for community-driven positive activations of open space 
  • Coordinate with ongoing community Safe Passage investments and initiatives such as Yellow Brick Road, block leader programs, and school crossing guards 
  • Work with team to support block-level community activations such as Clean Team events and art and culture fairs 
  • Work with team to establish and maintain a clear process for community members to collaborate with the City to address neighborhood issues together 
  • Receive and analyze agency reports representing output metrics in the Tenderloin; oversee, coordinate, and understand operational context for outcome measures associated with these output metrics 
  • Coordinate and liaise with City representatives, including Department Heads and elected officials, to provide regular updates and briefings on initiative progress 
  • Recommends policy and administrative procedures for ongoing City investment in Tenderloin neighborhood initiatives  

The Tenderloin Sustained Operations Manager would bring substantial experience working with communities of color across various issues.  This manager would bring community knowledge and would understand the diversity and complexities of communities’ historical issues and current challenges under COVID-19.  

How to qualify

Minimum Qualifications

  1. Possession of an Bachelor's Degree from an accredited college or university

    AND
     
  2. Five (5) years of professional experience in project management, emergency management or response, urban or city planning, public policy, public administration, or other similar or equivalent field, of which three (3) years of experience supervising professionals.


Substitution:

  • Education Substitution:
    Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.
     
  • Experience Substitution:
    Possession of a Juris Doctorate (J.D.) or Master's degree may substitute for one (1) year of the required professional experience (note: the advanced degree cannot substitute for the required supervisory experience).

Appointment Type:  Temporary Exempt (TEX)
Temporary Exempt Full Time – Up to 36 months. This position is exempt from Civil Service rules pursuant to San Francisco Charter Section 10.104 and serves at the discretion of the Appointing Officer.

Anticipated Hiring Timeline 

The following is the anticipated hiring timeline for this position, which is subject to change:
