Role description

Under direction, the Senior Airport Communications Dispatcher directs the work of a group of employees on an assigned shift engaged in the dispatching of public safety personnel and equipment and in public address paging and information.

1.    Supervises Communications Dispatchers engaged in public safety communication and   dispatch services; acts as shift supervisor, responsible for all activities of the             Communications Center during their assigned shift.
2.    Monitors and reinforces compliance of Airport Communications Center policies, procedures, and federal regulations .
3.    Oversees the coordinated responses of multiple emergency services and takes appropriate course of action upon receipt of reports and requests for service.
4.    Oversees the communication and operation of both 911 emergency and the non-emergency telephone calls and two-way radio. .
5.    Trains new employees in dispatch functions; evaluates in writing, the performance of staff members, sets goals and work plans for dispatchers and makes recommendations as to additional training needs.
6.    Assigns to serve as Custodian of Records and receives and processes requests for release of CAD records and audio recordings.
7.    Assembles statistical data and prepares operations summaries and manuals; prepares memos and reports; conducts investigations.

How to qualify

Education:
Possession of a high school diploma or equivalent (G.E.D. or High School Proficiency Examination)

Experience:
Two (2) years of verifiable experience as a public safety (police/fire) dispatcher in a multi-frequency computerized dispatch/communications center.

License and Certification:
Possession and maintenance of a valid POST (Peace Officers Standards and Training) Basic Dispatch certificate.

Substitution:
Completion of a 12 months program equivalent to the City and County of San Francisco's Airport Communications Dispatcher Trainee Program may substitute of one (1) year of the required work experience.

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if applicant possesses the required minimum qualifications.

Performance Examination: (Weight: Pass/Fail)
Candidates who meet the minimum qualifications will be invited to participate in a performance examination designed to measure aptitude for performing public safety communications dispatcher work, including, without limitation, the ability to prioritize and multitask effectively in a fast-paced, high stress environment, and recall facts, details and other information and ability to type and operate a computer terminal at a speed of 35 words per minute(net).

Basic Supervisory Exam (BSE) (Weight: 100%) 
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g., directing, counseling, guiding, evaluating, motivating, disciplining, developing, and training subordinates, delegation) as well as customer service and reading comprehension. This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. The Basic Supervisory Exam will be administered either on a computer or paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification. The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time-period, you will not be required to take this test again should you apply and be found eligible for future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent. 

Note: A passing score must be achieved on the Basic Supervisory Exam in order to continue in the selection process.

Background Investigation: 
Positions with the San Francisco Airport Commission that require security clearance prior to employment may be required to have a thorough background investigation to determine the candidate’s suitability for employment. The investigation includes a search into records held by the criminal justice system, credit reporting agencies, the Dept. of Motor Vehicles, as well as contact with references, employers, and others who have knowledge of the candidate. Reasons for rejection based on this investigation may include, but not be limited to:  applicable convictions, repeated or serious violations of the law, use of controlled substances and alcohol, inability to work well with co-workers, inability to accept supervision, inability to follow rules and regulations, falsification of application materials, and/or other relevant factors. Candidates may be required to undergo drug/alcohol screening and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. The background investigation will also meet Transportation Security Administration requirements (TSA Section 1542.209). Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Psychological Evaluation
A psychological examination is required prior to appointment. The examination will consist of written tests and a clinical interview to determine the candidate’s fitness for emergency communications dispatch work.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Medical Examination: Prior to appointment, eligible candidates must successfully pass a medical examination to determine their ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirement.

What else should I know?

Additional Background Check: As part of the selection process for this position in the Communications Center, an image of your fingerprints will be captured and sent to the San Francisco Police Department (SFPD). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the position to which you are applying. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with the City.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be twelve months, and may be extended with the approval of the Human Resources Director.
