About:

San Francisco Health Network (SFHN) is owned and operated by the City and County of San Francisco’s Department of Public Health (DPH), forming the city-wide integrated health care system, which provides primary, specialty, and hospital care for vulnerable populations. SFHN comprises of Zuckerberg San Francisco Hospital and Trauma Center (ZSFG), Laguna Honda Hospital and Rehabilitation Center (LHH), Ambulatory Care and Behavioral Health Care. This exciting opportunity is a new position that will be fundamental in SFHN and the City's strategy for Infection Prevention and Control in all healthcare settings owned and operated by DPH.

Role description

Reporting to the SFHN Chief Quality Officer (CQO), the SFHN Director of Infection Prevention and Control (IPC) will direct the operations and staff of the IPC program. The SFHN Director of IPC will coordinate and manage the IPC professional services and standards of practice across various levels of healthcare within the SFHN including acute care, post-acute care, behavioral health, ambulatory care, and rehabilitation services. This role utilizes evidence-based science to guide practice that is aligned with current Center for Disease Control guidelines as well as California Department of Public Health requirements. The SFHN Director of IPC is responsible for designing and implementing the SFHN IPC strategy and will collaborate with the SFHN CQO to manage the departmental budget, optimize resources, formulate and revise clinical and administrative policies and procedures; assure compliance with a variety of Federal, State and local regulations including Title 8, 15, 17 and 22 of the California Administrative Code, as well as standards set by the Joint Commission for Accreditation of Hospitals; and prepare complex reports, records and studies.

The SFHN Director of IPIC performs the following essential job functions:

  • Coordinates and manages IPC standards of care and IPC resources for seamless IPC operations between all SFHN divisions
  • Monitors the health of the community by directing/overseeing the collection, collation, and trend analysis of data related to identified infectious illnesses of concern from all divisions
  • Develops toolkits to standardize and assist IPCs  during declared epidemics or outbreaks in accordance with local, state and federal regulations and facility policies and procedures  
  • Oversees the development and interpretation of infection prevention and control policies and protocols
  • Understands and oversees IPC compliance with mandatory reporting requirements at the local, state, and federal levels
  • Develops specific IPC education in various modalities (in person, online, self-study, etc.) for SFHN staff based on newly identified/existing illness or outbreak management. 
  • Remains current on infection prevention and control regulatory and accreditation standards
  • Collaborates with other professional departments to understand their IPC needs and works to develop plans to educate other on IPC practices, oversee surveillance and create process improvement plans specific to each department; 
  • Serves as the IPC expert liaison between facility operations including during construction, demolition, maintenance, and other facilities related activities 
  • Prioritizes quality, utilizing data and quality best practice to drive improvement in IPC processes and clinical outcomes
  • Collects, analyzes and interpret data using various methods including trends, graphs, etc.
  • Works collaboratively with others, providing direction when necessary

The SFHN Director of IPC performs other related duties as required.

How to qualify

1. LICENSE: Possession of a valid, including temporary or interim, California Registered Nurse License issued by the Board of Registered Nursing (BRN); AND

2. EDUCATION: Possession of a baccalaureate degree from an accredited college and/or university in Nursing, Nursing Administration or a closely related field; AND

3. EXPERIENCE: Two (2) years (equivalent to 4,000 hours) of experience, within the last five (5) years, in a designated nursing supervisory capacity (nurse manager or designated charge nurse) or administrative leadership/support role in a Medical-Surgical, Critical Care, Perioperative, Emergency, Psychiatry, Perinatal, or similar inpatient unit in an acute care hospital (a hospital which provides 24 hour inpatient care, including the following basic services: Medical, Nursing, Surgical, Anesthesia, Laboratory, Radiology, Pharmacy and Dietary Services).

SUBSTITUTIONS: Three (3) years (equivalent to 6,000 hours) of additional nursing supervisory experience beyond the required may substitute for the education requirement.

CONDITION OF EMPLOYMENT: Must obtain the National Certification of Infection Prevention and Control (CIC) within 12 months of hire. Refer to the Additional Information section below for other conditions of employment.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:

  • Master’s degree in Nursing or Epidemiology
  • Strong leadership skills relevant to conflict resolution, ability to motivate others, promote a positive and cooperative working environment.
  • Work experience in an academic environment.
  • Relevant work experience in a Level I Trauma Center, Skilled Nursing Center and Ambulatory Care settings.
  • Experience working in a unionized environment.
  • Strong familiarity of the requirements of governing regulatory bodies.
  • Knowledgeable in LEAN principles.
  • Strategic thinking in the utilization of limited resources.
  • Ability to effectively manage multiple departments, while prioritizing the complexities of the day.
  • Strong organizational skills as it relates to the department’s processes, projects, and staffing.
  • Excellent verbal and written communication skills in addition to active listening, persuasive, and advisory skills.

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates who meet minimum qualifications will be invited via a separate link to complete the MQSQ as part of the online employment application.  This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Training and Experience Evaluation/Supplemental Questionnaire (SQ) (Weight: 100%): The SQ will be sent to those qualified candidates who demonstrate they meet the minimum qualifications. A passing score must be achieved on the SQ in order to be placed/ranked on the Eligible List.  Candidates will be placed in rank order according to their final score on the SQ.  After the confidential eligible list/score report is adopted, the department may administer additional selection procedures to make a final hiring decision. The SQ is designed to measure knowledge, skills and/or abilities in job-related areas that have been identified as critical for satisfactory performance in this position. Eligible List Duration: The list resulting from this examination process will be 6 months.
Certification Rule for the eligible list resulting from this examination will be Rule of Ten Scores.
