Appointment Type: This is a Temporary Exempt (TEX) position excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Appointing Officer. The duration of the appointment shall not exceed 24 months.

Who We Are

Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one-time. The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services including outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

Under general supervision, the Contracts team Administrative Analyst conducts important, public, analytical work that has substantive impact on the Department’s clients through grants and contracts. A significant portion of the work of the Department of Homelessness and Supportive Housing is provided through agreements, and the development and administration of these agreements makes a real difference to the people we serve. This position’s work will include, but is not limited to, participating in a robust procurement schedule, developing, processing and managing agreements; participating in comprehensive process analyses; and Compassion. Common Sense. Courage communicating clearly at all stages of agreement development with multiple stakeholders, from internal program colleagues and leadership to community based organizations.

Essential Duties and Responsibilities:

  • Support the mission, vision and core values of the Department of Homelessness and Supportive Housing
  • Work with sensitive and complex budgets and agreements with multiple funding sources 
  • Actively and proactively manage a portfolio of agreements 
  • Participate in the Contract team’s development of effective and efficient processes continuously
  • Ensure compliance with the City Charter, Administrative Code, and financial policies
  • Cultivate and maintain positive, productive working relationships with internal and external stakeholders
  • Demonstrate outstanding level of customer service with internal and external partners 
  • Review and approve invoices as part of the agreement management process 
  • Maintain quality controls for contract and grant practices 
  • Maintain accurate data and documents 
  • Participate in the Department’s annual nonprofit monitoring program 
  • Prepare clear, comprehensive memos and reports as needed, with appropriate supporting documentation 
  • Perform other duties as required

Please note that this position may require overtime as needed during periods of high need, e.g. end of the fiscal year, periods of a high volume of new grants/contracts and/or amendments.

How to qualify

Minimum Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: One (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Selection Procedures: The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.
