Role description

The Policy, Communications & DEI Analyst position is organized under the Administrative Services Division at the Department of Technology (DT). Administrative Services include Accounting, Budget, Contracts, Billing, HR, Asset Management, Facilities, Performance, Training, Racial Equity, and Policy.

We are looking for a creative and solutions-oriented high performer who gets to done. Under general direction, this position plans, organizes, leads and/or collaborates complex, sensitive, and detailed analytical work in the areas of policy, communications, and diversity, equity, and inclusion programs.

The position reports to the People & Performance Manager and partners with Department of Technology leadership to design, develop, and deliver solutions that aligns department and city-wide policies with new and updated local laws, practices, and technologies and to drive business strategy. The position works closely with the CIO/Executive Director, managers, division leads, staff, City and department racial equity leaders, and community stakeholders to ensure the department, services and projects are appropriately and timely communicated internally and externally with a lens on diversity, equity, and inclusion. In collaboration with the General Services Agency, the position will work with DT racial equity leaders to implement the Department’s Racial Equity Action plan, provide progress updates, and continue with the next phases of the City’s Racial Equity Plan.

Essential Duties:

1.  Policy:

a)  Analyze existing and proposed internal administrative policies and procedures as well as organizational problems; conducts difficult and detailed studies to support internal governance initiatives.

b)  Research, identify, and utilize exemplary policy, service catalog, and service level agreement (SLA) templates for the Department of Technology.

c)  Work with business owners and stakeholders to create, modify, and/or update and coordinate annual review of city-wide and department policies, DT service catalog and SLA.

2.  Internal and External Department Communications:

a)  Work with DT business owners to create clear and concise communications on maintenance, incidents, announcements, and other activities that describe what, when, why, who, and where with emphasis on benefit.

b)  Collaborate with CIO and DT business owners to create articles, email, and internal and external newsletters on cybersecurity, major IT projects, new technologies, and partnerships. Collaborate with CIO to draft and submit technology award nominations, and Policy & Legislation Analyst to draft grant submissions.

c)  Assist city departments with effective city-wide communications. Manage distribution groups.

d)  Build and maintain resource library of written articles, communications, and presentations. Produces and maintains department’s SharePoint content.

3)  Diversity, Equity & Inclusion:

a)  Partner with General Services Agency and Office of Racial Equity to leverage DEI programs, resources, training, and initiatives with a technology focus. Share GSA perspective, insights, and knowledge with the department, while taking a balanced strategic and systematic approach to enable the organization to achieve measurable results.

b) Manage and lead the development and execution of the department's Racial Equity Action Plan, define priorities, goals, and measures of success, and build internal equity. Develop key performance indicators for diversity, equity and inclusion programs and processes, aligned with business and organizational objectives, and assesses progress against goals.

c) Coordinate leadership coaching and training for all levels of staff, including but not limited to inclusive leadership practices.

4.  Recruitment and Outreach:

a)  Work with GSA Recruiter to advertise tech positions on multiple job posting sites. Find opportunities to engage and post jobs with specialty recruiting firms to attract black, indigenous, and people of color (“BIPOC”) and women IT engineers.

b)  Track statistics, trends, and demographics to determine effectiveness of recruitment source and opportunities for improvement.

c)  Maintain job announcement template to keep information relevant, current, appealing, and accurate. Edit and proof all job announcements for professionalism, presentability, accuracy, consistency, and grammar, prior to posting.

5.  Perform related duties and responsibilities as assigned.

Job Type:

The Permanent Exempt - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.

Nature of Work:

Incumbent must be willing to work a 40-hour week as determined by the department.  Travel within San Francisco may be required.

Work Location:

Incumbent will conduct the majority of work at the Department of Technology, (1 S Van Ness, Ave San Francisco, CA 94103).  However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

This position supports hybrid remote work. Employees may be permitted to work a hybrid schedule with supervisor’s approval, after which they must work at least two days in the office every week.

How to qualify

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Compensation: $110,630 - $134,446 (annually) / $53.1875 - $64.6375 (hourly)
