Role description

As the CRV (California Redemption Value) Zero Waste Coordinator, you will be responsible for the implementation, evaluation and outreach of Bottle Bank the City’s program pilot in compliance with SB 458. (California Redemption Value is the deposit fee paid on beverage containers at the point of sale). You will provide leadership, coordination, expertise and analyses to ensure a successful Bottle Bank CRV mobile pilot in SF, but not limited to, potential policy development and advocacy, equipment and processing technologies, securing mobile collection sites, boosting participation levels as well as contract or grant writing and administration. You will have day-to-day decision-making responsibilities for the project as well as the ability to negotiate within project scopes.

Serving in a Coordinator-level position Class 5640, this Environmental Specialists will work under the supervision of Class 5642 Residential Zero Waste Senior Coordinator, meet weekly with the Senior Coordinator, and have day-to-day decision-making responsibilities for projects as well as the ability to negotiate within project scopes. Positions in this class are assigned to specialties: this position is a Zero Waste Specialty.

The selected candidate will lead the Bottle Bank team and be responsible for implementing, evaluating and maintaining at least 20 individual Bottle Bank sites throughout the City. This includes coordinating with Bottle Bank team that includes the operator, Our Planet Recycling (OPR), Oregon Beverage Recycling Cooperative (OBRC), the technology provider, and the San Francisco Conservation Corp (SFCC), who staff the mobile Bottle Bank collection sites, and Cal Recycle who provides the grant funding. In addition, the Coordinator will develop citywide outreach of Bottle Bank, ensure supermarkets are participating adequately by providing necessary collection bags and adequate space. This will involve working extensively with the active partners, supermarkets (including through SF CRV Alliance), and SF Environment’s Outreach team and consultants. The Coordinator will work to develop and ensure ongoing sustainable funding for the Bottle Bank program from pilot to longer term operations.

In addition, the Bottle Bank Coordinator may also represent the City and SF Environment at local, regional, national events and conferences as needed.

What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.

  • Direct Bottle Bank efforts to move towards a successful pilot for San Francisco.
  • Coordinate collaboratively with the Bottle Bank Senior Coordinator and participating partners.
  • Interpret and translate Cal Recycle’s CRV policy for staff and partners.
  • Develop, implement and evaluates Bottle Banks collection data, participation rates and costs.
  • Advise elected officials and staff on California Redemption Value (CRV) related policy development and implementation.
  • Conduct site visits, review Bottle Bank collection data, calculate overall costs, make recommendations, and evaluate program effectiveness.
  • Lead Bottle Bank marketing and outreach strategy including designing campaigns, developing and managing websites and ensuring applications are up to date.
  • Perform other related duties as required.

 

Appointment Type - This position is a Temporary Exempt Appointment with an anticipated duration until end of three years. Continuation beyond the three year limit is contingent on continued funding. The position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

How to qualify

Minimum Qualifications

  • Education - Possession of a baccalaureate degree in environmental sciences, public administration, business administration, accounting, biology, or a field related to zero waste (including but not limited to the science, engineering, environmental studies or a field related to recycling) from an accredited college or university; AND
  • Experience - Two (2) years of experience experience planning, coordinating, implementing, and evaluating environmental programs.

  • Skilled in staff and project management.
  • Experience gaining compliance with legislation.
  • Experience navigating and working in or with large organizations.
  • Fluency in Cantonese, Spanish or other languages commonly spoken in San Francisco besides English.
  • An understanding of diversity and equity concepts and experience applying them in environmental programs.
