The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.
Role description
APPOINTMENT TYPE: Temporary Exempt - Full Time not to exceed 36 months – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Under general supervision of the Maintenance of Way Engineering Manager of the San Francisco Municipal Transportation Agency (SFMTA) Transit Division, the Project Manager I is responsible for the management and supervision of highly technical aspects of the SFMTA’s MOW Engineering Group and the management of the projects within the SFMTA Fixed Guideway Capital Improvement Program. This position is responsible for providing specialized management, engineering and other technical expertise required for the delivery of the MOW Capital Transit Infrastructure projects, and technical support to the maintenance operations.
Examples of Important and Essential Duties:
- Prepares and monitors budgets and funding plans, project schedules, and expenditure schedules
- Plans, organizes, directs, controls, and manages various aspects of highly complex Capital Transit Infrastructure projects involving track work, overhead contact system, traction power and train signal systems, electrical and mechanical systems, and facilities from concept through design, contract procurement and rehabilitation/construction to close-out
- Directs management of various aspects of MOW Capital Transit Infrastructure projects including work scope, schedule and budget; preparation of cost estimates, engineering alternative analysis, reports and studies
- Manages and directs professional engineers, technical staff, consultants and/or others engaging in a wide variety of technical work including planning, design, plans and specifications development, construction oversight, testing, and modifications of various transit infrastructure systems
- Coordinates and interfaces with senior management, other Transit Departments, SFMTA Divisions, public agencies, governmental funding and regulatory agencies and the public
- Performs additional duties as assigned
How to qualify
Minimum Qualifications
- Possession of a bachelor’s degree in engineering, architecture or planning plus four (4) years of responsible engineering, architectural, or construction management experience; OR
- Possession of a bachelor’s degree in another field, plus six (6) years of responsible experience in a field directly related to the project, OR
- Eight (8) years of engineering, architectural, or construction management experience in a field directly related to the project, OR
- California registration as professional engineer or architect.
Desirable Qualification(s):
- Ability to complete work efficiently, on schedule and within budget.
- Excellent organizational and communication skills that are critical to obtaining approvals, and managing the budget, schedule, and multidisciplinary engineering, procurement, and construction teams.
- Understanding of engineering and/or project management principles, contract law, budgeting, negotiations, planning, supervising others, and experience making public presentations.
- Experience with project integration and coordination with other SFMTA units including Transit Operations and System Safety, City agencies, and outside entities.
- Knowledge of federal and state regulations pertaining to transit infrastructure design, construction, and quality management.
- Knowledge of the Capital Improvement Program (CIP) scoping, funding, and scheduling process.
- Experience managing the CIP development process
- Experience with managing and developing construction staging and sequence plans for transit projects.
- Experience issuing and managing Task Orders for Consultant Services and Job Order Contracts (JOC), including cost estimating and negotiations.
- Experience issuing and managing local funded and federal funded Procurement Contracts.
- Experience with managing consultants and contractors.
- Experience issuing Purchase Orders through FSP or similar software. Experience with obtaining clearance permits
