The Department of Technology (DT) is the centralized technology services provider within San Francisco City and County government, delivering technology infrastructure and services to more than 28,000 employees and over 800,000 citizens.  The department has an annual operating budget of over $130M and contains over 240 employees.  Core service areas include: Technology Architecture & Security, Technology Service Delivery & Management, Client Services & Project Management Office, Public Safety Systems & Wiring, Technology Administration, Policy & Governance, and Public Communications.

Role description

Under direct supervision of the Network Team Manager, the Senior SDN Network Engineer will build, configure, tune and implement automation of the City's Software Defined Network (SDN) environment. The engineer will be responsible for provisioning network service configuration in the Software Defined Networking (SDN) platform for services such as Palo Alto Firewall configuration, DNS/DHCP, Traffic Steering, Dynamic Routing, ISE, Public Cloud Networking, High Availability configuration, LAN and WAN interfaces. They will manage software defined fabrics including campus fabrics, wired and wireless fabrics, and they be responsible for integration with Cisco ISE. They will also design, build, and support the City's Datacenters/WAN/LAN networks. The engineer will also be involved in the multiyear Citywide VOIP project, ongoing upgrades to the City's WAN infrastructure along with numerous City Agency moves.  The engineer will provide functional guidance to IS Engineer – Seniors and other members of the team; provide functional and technical expertise to formulate computer system scope and objectives; develop and/or modify procedures to solve problems using information systems; prepare detailed documentation for computer operations/program sequencing; perform multiple software functions; and support hardware platforms.  Assignments are in highly technical and business functional areas. Supervisory experience to include:  mentoring, providing performance evaluations, managing projects, performing security software and hardware evaluations, performing business and technical need analysis, formulating and testing Disaster Recovery and Business Continuity Plans.

Essential Job Duties and Functions:

  • Design, install, configure and document Enterprise level networks and devices according to Business requirements.  Network devices include but are not limited to:  CISCO 9XXX Catalyst, 38XX Switches, CISCO NEXUS, CISCO 65XX, CISCO 45XX, ASA55XX, CISCO VPN Appliances, F5 LTM/GTM and Palo Alto NGFW
  • Design and implement networks using various routing protocols including OSPF, EIGRP and Enterprise level BGP
  • Demonstrable knowledge of all layers of the Open Systems Interconnect Layers (OSI)  
  • Maintain and manage and implement policies within Cisco ISE 
  • Maintain, manage, deploy fabric enabled networks with Cisco DNAC 
  • Deploy, maintain and troubleshoot Cisco Wifi Network infrastructure 
  • Ability to work under pressure and have excellent communication skills with peers, management, clients and vendors 
  • Deploy maintain and troubleshoot Cisco ACI Fabric based Datacenter Network 
  • Deploy, configure and maintain F5 Big IP infrastructure 
  • Implement, configure and maintain Cisco VOIP networks  
  • Experience with Fluke network analyzers and other network analysis tools 
  • Plan, implement and provide primary support of disaster recovery and backup of network infrastructure, implementation of network security policies and network performance
  • Validate network specifications and network equipment configurations based upon business requirements and DT network team SOP
  • Provide after-hours network support as required
  • Engineer solutions for complex networking challenges through detailed analysis
  • Provide strong customer service and facilitate collaboration between project teams and clients
  • Ensure that all documentation on process and procedures are available and updated regularly following DT Network teams SOP
  • Train and mentor technical staff and co-workers
  • Establish network policies, procedures and standards. Develop alternative solutions to problems within established guidelines and standards
  • Work closely with our other Systems and Network Engineers and Network Operations Staff to ensure network connectivity requirements are fulfilled in a timely manner
  • Attend planning meetings and work closely with application development teams
  • Plan, develop, implement and update network back-up and disaster recovery procedures
  • Perform other duties assigned
  • Plan, implement, maintain and coordinate upgrades/updates/fixes for core network operating systems and their related components, without negative impact to the overall availability and reliability of the enterprise systems/networks 
  • Monitor daily systems performance and execute corrective measures 
  • Availability for on call rotation  
  • Ability to lift up to 50lbs 

Nature of Work:
Work Location: Incumbent will conduct the majority of work at the Department of Technology, 1 South Van Ness, 2nd Floor, San Francisco, CA.  However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary. Telecommuting options are available upon the appointing officer’s approval and at the appointing officer’s discretion. This position is NOT supporting 100% remote work.

How to qualify

Possession of a Bachelor's degree in Computer Science or related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
AND
Experience: One (1) years of experience in developing, deploying, and supporting Cisco Software Defined Network (SDN) platforms.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field. 

Note:

1. Medical Testing: Prior to appointment, eligible candidates must successfully pass the TB testing process.

2. Appointment Type: Permanent Exempt (PEX) - Full Time, this position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The duration of this position is up to 36 months.

Compensation: 
$139,542 to $175,552 annually ($67.0875 to $84.4000 hourly)
