About:

The San Francisco Department of Public Health, Behavioral Health Services, Children, Youth, & Families System of Care (CYF SOC) oversees a continuum of care (prevention/health promotion, outpatient, intensive, crisis, residential services) for children and youth (ages 0 -18 and up to 21) and their families. These services are delivered by an extensive network of both Civil Service and Contracted providers, in close partnership with other City departments, to provide services to children and youth. 

Under the direction of the 0922 Children, Youth and Families (CYF) Assistant Director, the 2576 Director of Family Centered Care & CYF Practice Manager will develop a vision and strategic plan focused on access and engagement with family-centered care within CYF, including increasing the availability of family-based models and best practices, and the integration of youth and family voices into CYF program planning and delivery. This position will also support our system partners (DCYF, SFUSD, Child Welfare, JPD, First 5, etc.) in their family-centered care efforts, including supporting various Federal, State, and Local legislation, mandates, and reform efforts that are relevant to CYF. Furthermore, this position will provide oversight for cross-system initiatives (e.g., Families Rising; Parent Training Institute) including the direct supervision of at least two staff: i) Clinical Psychologist (2574)--Families Rising Behavioral Health Team Supervisor and ii)) Health Care Program Coordinator III (2593)--Family Centered Care Program Manager who oversees LEGACY and the Parent Training Institute. The Director of Family Centered Care will also oversee budgets, compliance-related requirements, and annual data reports for the Joint Funders. Finally, this position will support general practice improvement efforts to expand and broaden the capacity for system-wide training/consultation on specific treatment modalities and/or populations served and support the system in the implementation of evidence-based and clinical practices rolled out within CYF. As a priority, the Director of Family Centered Care and CYF Practice Manager will focus on innovating the role of psychologists (2574) in the system to carry out the improvement efforts mentioned above.

Role description

SCHEDULE/SHIFT: Full-time, 40-hr/wk, M-F, 8:30 am – 5:00 pm. Some evenings and weekends may be required.  

Duties Include

  • Develops, plans, directs, and supervises psychological services/programming and other behavioral health, family-centered, and cross-systems programming and/or innovations. 
  • Directs staff in carrying out clinical and administrative functions of the programs; directs the flow of work, maintenance of records in accordance with Federal, State, and Local Regulations, program compliance and quality assurance.  
  • Directs data collection for evaluation, research, and/or continuous quality improvement for clinics/programs they oversee and system wide family-centered initiatives. 
  • Hires, supervises, coaches, mentors, trains, and evaluates the work of personnel which includes 2574 Clinical Psychologists and other clinical and program coordinator personnel. 
  • Provide direct services such as behavioral health screens, assessments, treatment planning, interventions, and/or consultations for complex cases as part of a regular caseload and/or as part of a train-the-trainer model and implementation of various evidence-based treatments and practices across our system. This could include review of social service agency, school, and court records; consultation with multi-disciplinary teams; and case conferences.  
  • Builds and supports more evidence-based and culturally responsive family therapy and family-based treatment and practices across CYF SOC. 
  • Leads the innovation of the CYF SOC Community Advisory Board (CAB) and integrates the voice of youth and families in system improvements. 
  • Collaborates with CYF SOC partners to support best practices for family engagement and programming across school district, child welfare, juvenile probation, and other community-based settings like Family Resource Centers. 
  • Oversees the implementation of family-focused Federal, State, and Local legislation, regulations, and other reform efforts. 
  • Participates in community efforts related to the behavioral health well-being of families, serves on committees across the county, to advise on topics relating to best practices for families, including culturally responsive and trauma-informed practices and approaches. 
  • Supports the vision of increasing and improving access/engagement of families in services and contributes to system innovations to achieve this aim.  
  • Evaluate improvement efforts and programs and develop annual reports to joint funders that include impact of family-centered work and investments.  
  • Performs related duties as required.

  • Possession of a valid Psychologist license issued by the California Board of Psychology as defined in Chapter 6.6 of the Business and Professions Code, Psychology Licensing Law, Sections 2900-2903, 2914.
    AND
  • 3 Years of experience as a practicing Clinical Psychologist
    AND
  • 12 months (2,000 hours) of clinical experience with children*

  • Embodies the values of Trauma Informed Systems, Race Equity, and Reflective & Relational Leadership 
  • Behavioral health experience working with complex children/youth/families 
  • Experience collaborating with child serving systems outside of behavioral health including non-clinical/behavioral health leaders and staff 
  • At least 2 years of experience providing clinical and administrative supervision 
  • Knowledge of implementation science and direct experience leading train the trainer activities 
  • Knowledge and experience of program evaluation and developing and presenting annual reports for joint funders 
  • Excellent oral and written skills

Training and Experience Exam (Weight: 100%) Applicants must complete the Required Exam linked above to complete their application. The Exam measures the knowledge, skills, and abilities required for the position in class 2218 Physician Assistant. All relevant experience, education, and/or training must be included in the application to be reviewed during the scoring process. Candidate responses on the Exam cannot be changed once submitted. Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be sent to applicants, showing the ranks, final scores, and the number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
