About the Office of Economic and Workforce Development (OEWD)
The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. OEWD’s goal is to work continually to make San Francisco an even better place to live, work and do business. OEWD is a dynamic Department in the City and County of San Francisco.
The Workforce Development Division of the Office of Economic and Workforce Development coordinates the San Francisco Workforce Development System, which is a network of public, private, education and nonprofit service providers that serve San Francisco jobseekers and employers. OEWD strives to ensure that San Francisco has a qualified workforce that attracts, retains and expands industries, and enhances the quality of life in the City.
Role description
The HealthCare Academy Program Manager will be assigned to the Workforce Programs team to lead efforts on HealthCare Academy Workforce programming and services that address the needs of our local communities, with an emphasis on our most vulnerable populations to support them to successfully transition into competitive sector-specific employment opportunities.
Under general supervision, performs a variety of activities and duties related to the overall management and oversight of Program Staff and OEWD programs including: HealthCare Academy and Dream Keeper Initiative’s Health Services Occupational Skills Training programs, in partnership with community-based organization grantees. The HealthCare Academy Program Manager may supervise a staff of up to 3 to successfully implement the following (but not limited to) tasks: HealthCare Academy Workforce program development, planning, implementation and evaluation; conducts program analyses through prepared qualitative and quantitative data and makes recommendations for improvement; Provide capacity building, technical assistance and training for workforce community partners and staff on workforce programming and data reporting systems; Data reporting and analysis to be formulated and presented in public settings; Engagement and partnership development with stakeholders, employers, labor, community partners, post-secondary education and the workforce system to best inform Sector Workforce programs; and performs related duties as required.
Specific functions include (but are not limited to) the following:
Program Development, Implementation & Enhancement
- Responsible for developing and managing the HealthCare Academy portfolio in adherence to City’s local plan, reginal plan, sector strategy vision, department procurement process guidelines, funding regulations and stakeholder workforce needs.
- Develops and coordinates preparation of workforce portfolios annual work and performance plans with knowledge of operating budgets and program funding streams. Develops and monitors grantee work plans and performance to assure that program models effectively steer the development of successful programming.
- Lead in writing procurement and scope of work content for the HealthCare Academy Workforce and Dream Keeper Initiative programs and reviewing and rating workforce development proposals for these areas.
- Conducts Healthcare Sector program research, including best practices to improve the responsiveness of the workforce system to these demographics.
- Leads efforts with industry employers, training partners and post-secondary educational institutions to shape curriculum and create training models that are relevant to employer’s real-time needs.
- Works effectively with Post-Secondary educational partners, particularly within Health Sciences Departments, coordinating efforts with education, community and employers.
- Conduct labor market research and national program model reviews to recommend enhancements to exiting programming
- Work with employers to customize curriculum for entry-level, mid-level and incumbent worker trainings
- Supports efforts in developing apprenticeship programming with stakeholders, labor, employer and education n partners.
Contract Monitoring, Evaluation, Technical Assistance, Training and Capacity Building
- Develops tools and methods of evaluating and monitoring effectiveness of HealthCare Academy programming through multiple reports and evaluation mechanisms.
- Through program oversight and formal monitoring visits, lead the coordination of monitoring and evaluating strategies, policies and operations of sector programming to assure that grantees are complying with federal, state, and local funding requirements and guidelines.
- Prepares, reviews and executes contracts and subcontracts for the disbursement of funds.
- Provides technical assistance, facilitate training and sharing of best practices to both direct staff and workforce partners on programming requirements and data reporting systems.
- Recommends program model or training modifications and adjustments to ensure responsiveness of Academy to both employers and job seekers needs.
- Effectively coordinate with OEWD data and compliance team to ensure we are in full compliance with State Adult WIOA directives, policies, client files/documentation and performance measures.
Reporting, Analysis and Presenting of Data for OEWD Management, City Officials and Key Stakeholders
- Collects and evaluates qualitative and quantitative data through reporting systems.
- Prepare monthly, quarterly and ad-hoc sector and program data and program performance analysis to present to senior management, Workforce Investment Board members, applicable stakeholders, OEWD management and City officials.
- Assists in evaluating and recommending Healthcare sector strategies and vison with Department’s Strategic Initiative’s team.
- Collects data and prepares a wide variety of reports, memoranda, and correspondence.
- Reviews and analyzes monthly reports submitted by various community groups, organizations and agencies to ensure contract compliance.
Stakeholder, Community, Workforce System, and City Departments Engagement and Convenings
- Lead the coordination and implementation of workforce sector stakeholders (including employers, training providers, educators, public officials, community members, industry and labor representatives) to best connect local residents with sector employment.
- Convene regularly scheduled Healthcare Round Tables and other formal convenings, to provide oversight of sector programing, provide recommendations to the local Workforce Investment Board on policy changes and recommendations for improvements on workforce sector services for the Healthcare industry.
- Oversight of sector collateral and public messaging to assure that the public is aware of workforce sector services, programs and trainings. Spearhead effective engagement and outreach to diverse populations, including TAY, re-entry community, public housing residents, public aid recipients, Opportunities for All participants, etc. through diverse partnership development.
- Establish and nourish relations with Healthcare employers, labor and key industry stakeholders. Convene with partners through focus groups, roundtable discussions and individual meetings to provide information on sector initiatives, gage their workforce needs and enhance career pathway opportunities for training graduates.
- Create individualized recruitment plans with employer partners to help employers fill their workforce needs with sector candidates.
- Support Employer Services’ First Source compliance efforts by effectively connecting HealthCare Academy graduates to employment opportunities and assist Employer Services team with First Source compliance.
- Support sector alignment and engagement efforts for priority industries to streamline and synchronize processes and programming.
How to qualify
Special Conditions
Workforce Development – Two (2) years of experience administering or overseeing workforce development programs that involve complex fiscal and programmatic rules and regulations, reporting and compliance as required by local, state and federal regulations.

Minimum Qualifications
1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications:
- Knowledge and experience developing and implementing Healthcare workforce programming, distinctly understanding the unique needs of San Francisco neighborhoods and specific vulnerable populations.
- Hold excellent interpersonal, written, and verbal communication skills. Extensive experience in writing clear and concise reports, requests for proposals, policies and procedures, newsletters, written memos and directives to a wide range of audiences.
- Demonstrated ability to develop and manage multiple relationships with multiple stakeholders including: community-based organizations, local officials, employers, labor, industry associations and others.
- Experience working in a government and/or non-profit settings interacting with the development and implementation of workforce programs that serve disadvantaged populations.
- Knowledge of and direct work experience with federal, state, and local funding including (but not limited to) Workforce Opportunity Innovation Act, Community Development Block Grant, Department of Labor funds, General Fund dollars, etc. Understanding of the regulations associated with each of these funding streams.
- Knowledge of, or experience supporting the development and implementation of multiple sector workforce models including work-based learning programs, registered apprenticeships, incumbent worker training, etc.
- Knowledge and experience developing and implementing sector strategies and programming, specifically in the Healthcare sector.
- Knowledge of national and local Healthcare sector models that are innovative; implement best practices that serve needs of industry employers as well as those of local job seekers.

Qualifying candidates will be required to respond to essay-style questions on a Behavioral Consistency Questionnaire Exam in the time frame indicated, and submit their answers as directed. The questions contained in the Behavioral Consistency Questionnaire Exam have been designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: thorough knowledge of the principles and practices of community development programs; Federal, State and local laws as the apply to such programs; and local government structure; abilities and skills to work with neighborhood organizations and to perform some statistical analysis; ability to apply principles to define problems, collect data, establish facts and draw valid conclusions; write clear and concise reports, recommendations and correspondence; ability and skills to deal tactfully and effectively with representatives of governmental and community organizations; and speak effectively before individuals and groups.
The Behavioral Consistency Questionnaire Exam will be rated and scored. Candidates will be ranked on the eligible list based on the scores received on the Behavioral Consistency Questionnaire Exam. Candidates must achieve a passing score to be placed on the eligible list. Candidates will be placed on the Eligible List in rank order according to their final score. The department may administer additional position-specific selection procedures to make final hiring decisions.
