This is a Position-Based Test conducted in accordance with Rule 111 A of the San Francisco Civil Service Commission Rules.

SFAPD dedicates endless energy toward enhancing public safety, seeking victim restoration and accountability, providing structured and evidence-based supervision, all on the behalf of the Superior Court of San Francisco.
This classification is the second level manager in the Adult Probation Department. Whereas the unit supervisor, class 8434 Supervising Adult Probation Officer, is responsible for daily supervision over a group of probation officers and related clerical staff, the Division Director at Adult Probation is responsible for the administrative planning and coordination of the units within a division. The Division Director, Adult Probation reports directly to the Assistant Chief and/or Chief Adult Probation Officer.
Under the general direction of the Assistant Chief and/or Chief Probation Officer, the Division Director, Adult Probation (APD), demonstrates a high level of leadership, professionalism, and autonomy to organize, plan, and manage the activities of a major Division of the Adult Probation Department.
Examples of Important and Essential duties:
- Lead and participate with staff in community events and collaborative field operations. Attends meetings with community groups and other settings to help represent the department with local, state, national and other initiatives and committees to further the mission of SFAPD.
- Direct the work of Supervising Deputy Probation Officers (SPO)
- Advises SPO on personnel matters, interpretation and training of policy ,procedures, and implementation of new protocols; Memorandum of Understanding and workload issues
- Remain current with community supervision trends and ensures utilization of Evidence Based Practices (EBP) and effective intervention strategies, and monitors the performance of casework to ensure compliance with Court orders and other legal requirements
- Develops and implements policy and procedures and prepares statistical and operational reports
- Develops and manages grants, and other special projects;
- Represents the Department by serving as a liaison with the courts, and other departments and agencies, and participates in departmental leadership meetings.
- Effectively manage the development and implementation of special projects, programs, and initiatives Promote staff recognition and acknowledgement.
- Human resources management responsibilities include participation in the selection and assignment of staff, training, discipline, internal affairs, and/or commendations, and review or preparation of performance evaluations
The Division Director, Adult Probation must be willing to work non-traditional hours including evenings and weekends that may be conducted in the office or in the field. May supervise a unit in addition to a division, if required. May be required to be armed. This position may also serve as acting head of the Department in the absence of the Chief and Assistant Chief Adult Probation Officer.
How to qualify
1. Possession of a baccalaureate degree from an accredited college or university with a major in the social sciences, psychology, or criminology; AND
2. Six (6) years of verifiable professional-level experience as an adult probation officer. A minimum of two (2) years of the six (6) years of experience must be at a supervisory level equivalent to Class 8434 Supervising Adult Probation Officer or other correctional supervisory experience; OR
A Combination of four (4) years’ experience as an adult probation officer AND two (2) years’ experience in other community correction work (such as parole agent or juvenile probation officer). A minimum of two (2) years of the six (6) years of experience must be at a supervisory level equivalent to Class 8434 Supervising Adult Probation Officer or other correctional supervisory experience; OR
Six (6) years combined experience in work as an adult probation officer and/or in other community correction work (such as parole agent or juvenile probation officer). A minimum of two (2) years of the six (6) years of experience must be at a supervisory level equivalent to Class 8434 Supervising Adult Probation Officer or other correctional supervisory experience (with adults); AND
3. Possession of valid California Driver License.
SUBSTITUTION: A law degree or master’s degree or doctorate with major coursework in any of the social sciences, psychology, criminology and corrections, business, public health may substitute for one year of supervisory experience.
DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- Knowledge of: understanding of the legislative process and forecast implications for operations. Emphasis on knowing existing codes, ordinances, laws, regulations, and evidence based practices relating to the operation of the Probation Department; principals, trends and techniques in the delivery of adult probation services; organization of the Superior Courts regarding court jurisdiction, operations, policies and procedures.
- Ability to: interpret and apply codes, ordinances, laws, and regulations relating to the functions and duties of a probation officer, and the legal rights and obligations of the adult offender; plan organize, direct, and coordinate the overall activities of a division, including developing and implementing policies and procedures; manage conflict; utilize effective organizational practices; internal affairs; demonstrate superior written and oral communications skills.
- Experience with developing and implementing training programs that includes trainings specific to sworn staff to remain in compliance with law changes, professional development, and policy.
- Experience with uplifting programs and initiatives internally and externally with project stakeholder that support the organization’s mission and vision.
- Experience with advancing equity and inclusion through trainings, policy development, service delivery, etc.
What else should I know?
Completion of any state mandated trainings to meet the requirements of being a sworn officer must be completed within one year after hire date. Must pass POST law enforcement background investigation.
Prior to appointment, the candidate will be investigated to determine their general fitness for this position. Employees in this classification are peace officers and must meet POST standards and comply with laws applicable to peace officer positions. Conviction of a felony or of a crime that would have been a felony if committed in California is a bar to employment as a peace officer. (California Government Code sections 1029 and 1031)
A psychological examination will be required of any new hire prior to appointment. This examination will consist of written tests and a clinical interview to determine the candidate’s fitness for work as a Division Director, Adult Probation.
Compensation Range: $122,200 - $156,026
Appointments above the maximum of the Range A will be considered based on documented and substantiated recruitment and retention issues or exceptional skills, and require special approval process.

Candidates will be required to complete a MQSQ as part of the employment application. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Evaluation (Weight: 100%):
Applicants who meet the minimum qualifications will be sent a Supplemental Questionnaire via electronic mail after the closing of this filing period. The Supplemental Questionnaire is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position. Applicants will be given a deadline to return the Supplemental Questionnaire. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. CERTIFICATION RULE: The Rule of the List will be the certification rule used for the eligible list resulting from this examination.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.
