This is a Temporary Exempt (TEX) recruitment conducted in accordance with City Charter Section 10.104 and is exempt from Civil Service. Appointment duration is at-will and up to a maximum of three (3) years.

Compensation Range: $213,200 and $272,038 annually. For more details see comp and class.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. 

The San Francisco Health Network is the City's only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. 

Role description

The 0943 Manager VIII – Chief Medical Officer works with the LHH Chief Executive Officer, Chief Nursing Officer, Chief Quality Officer, and other clinical and administrative team leaders to help Laguna Honda become successful in its recertification application, while continuing to move forward in resident-centered improvement opportunities and continue LHH’s tradition of excellence in clinical care. 

Strategic Planning and Executive Leadership:

  • Participates with LHH Executive Committee colleagues and Department Directors/Managers in major decision making processes of the LHH programs/services, budget planning, expenditures, and capital projects.
  • Participates with LHH Executive Committee colleagues and Dept Directors/Managers in developing and implementing LHH’s current plan of correction and recertification bid.
  • Develops, administers, and evaluates professional contracts.
  • Develops, implements, and evaluates LHH’s plan for provision of medical, rehabilitative and outpatient care.
  • Advises the LHH Chief Executive Officer on matters pertaining to the medical staff; reports on infractions of medical staff bylaws, rules, regulations, hospital policies, and established professional standards.
  • Develops, monitors, and manages a budget for each department, including personnel budgeting, equipment, and supplies, in collaboration with the LHH Chief Executive Officer.
  • Participates in the development, implementation and monitoring of the organization’s strategic planning goals and objectives.

Medical Services and Staff Management:

  • Selects, supervises and evaluates medical staff standards of care and practice through Chiefs of Service and in collaboration with the Chief of Staff.
  • Develops and enforces standards for the selection, appointment, and retention of medical staff, including maintaining a formal program of continued medical education.
  • Plans, organizes, and directs the professional and administrative activities of the Laguna Honda medical staff of approximately 130 providers, including consultants.
  • Plans and directs medical staff development and in-service training activities at the facility, division, service or program; conducts staff meetings and conferences that align with the mission, vision and strategic goals of the organization.
  • Appoints the Department Chiefs of Service in the Medical Division and provides oversight in the operation and outcomes of the services.
  • Coordinates medical activities with other hospital services and departments; represents Medical Services and Division with representatives of governmental and community agencies.
  • Collaborates with Human Resources on the preparation of job descriptions for all levels of medical personnel within the changing context of medical service needs.
  • Provides support and direction for academic rotations and staff development programs; creates and maintains a learning environment that provides appropriate educational experiences and opportunities.
  • Establishes staffing patterns, which provide sufficient and appropriate personnel to deliver safe and therapeutically effective medical care.
  • Participates and collaborates with the Medical Executive Committee to develop mechanisms for promoting teamwork, collaboration, communication, competency, resident-centered care, education, and professionalism of staff members.
  • Encourages active collaborative problem solving among medical, nursing, clinical, support, medical records, administrative, and other organization staff.

Quality Management:

  • Plans, organizes and directs the professional and administrative activities of the medical staff; ensures effective delivery of medical services in compliance with applicable Federal, State,  and local laws and regulations, including medical staff bylaws, established professional standards, Nursing Care Quality Initiative (NCQI) and Title 22 of the California Administrative Code.
  • Monitors and provides oversight for the Acute and Skilled Nursing Facility Quality Assurance Performance Improvement (QAPI) and Utilization Review Programs.
  • Establishes standards of care, standards of practice, and standards of performance to measure the effectiveness and efficiency of medical services personnel and activities that are consistent with SFHN Quality Management policies and procedures.
  • Interprets, develops and enforces policies in accordance with the California Department of Public Health’s regulatory requirements, Title 22, and other regulations and professional standards.
  • Implements effective programming to monitor, evaluate, and improve the quality of medical care and services to residents.
  • Develops, plans and directs programs and policies for integrating medical services for the organization.

The 0943 Manager VIII – LHH Chief Medical Officer performs other related duties as assigned.

How to qualify

REQUIRED MINIMUM QUALIFICATIONSAll candidates must verify that they meet all three elements below—education, experience, and supervision of professional staff.

Education and Experience:       

  1. Possession of a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California; AND
  2. Possession of valid Board Certification in the medical specialty areas of Internal Medicine or Family Medicine; AND
  3. Possession of valid Drug Enforcement Agency registration with the United States Department of Justice; AND
  4. Four (4) years of post-residency, managerial experience (of which all must include supervisory) in planning, organizing, and evaluating medical services in a hospital, clinic, skilled nursing facility, or related health care setting.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

Conditions of Employment:

All qualified candidates who have been selected for appointment to positions in billable specialty areas must be an eligible billable provider and where applicable will be required to meet the following criteria:

  • Be eligible to participate in Medicare, Medicaid and/or other federal health care programs;
  • Possess a National Provider Identifier (NPI);
  • Submit a completed credentialing application and/or required documentation for credentialing; AND
  • Possess a valid third-party billable provider certification (such as Medicare, Medi-Cal and/or private insurance) OR have submitted a completed billable provider application, along with the required documentation, in order to obtain the appropriate billable provider status.

Licensure/Certification/Registration: Valid, unrestricted licensure/ certification/ registration as a requirement to perform this job must be kept current throughout length of employment. Failure to demonstrate/show proof of possession of required valid licensure/ certification/ registration may result in dismissal and/or termination of employment.

Note on Electronic Health Record (EHR): The Department of Public Health (DPH) is implementing a unified Electronic Health Record (EHR) system and DPH employees must demonstrate competency in the use of the system that is appropriate for their classification as a condition of employment. Note on  

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination/Drug Testing:
Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
