Role description

Under direction, is responsible for inspecting a wide variety of heating and ventilating equipment to assure compliance with existing codes, laws, and ordinances; and performs related duties as required.

Requires responsibility for: Explaining and interpreting codes, laws, and regulations relative to the installation and use of warm air heating systems and units, mechanical ventilation systems, air conditioning duct systems and industrial exhaust systems; making regular contacts with the general public, departmental personnel and outside organizations and representatives in connection with the interpretation and enforcement of applicable laws and ordinances; preparing and submitting reports on the above activities.

Duties

1. Examines plans and specifications for compliance with appropriate city laws and ordinances pertaining to the installation of a variety of heating, ventilating and industrial exhaust systems.

2. Inspects installed warm air heating systems, mechanical ventilation systems, air conditioning duct systems and industrial exhaust systems in buildings to insure that the installation and maintenance of such equipment is in conformance with city codes; checks fixtures and apparatus to assure compliance with appropriate codes as to quality, design and safety.

3. Makes investigations of complaints on violations of codes and regulations relating to heating and ventilating systems; orders necessary adjustments and repairs to correct such violations; cites code violators when necessary.

4. Makes investigations of buildings having heating, ventilating and industrial exhaust systems; prepares reports on investigations made.

How to qualify

Education:

Possession of a high school diploma or equivalent (G.E.D. or High School Proficiency Examination)

Experience:
Four (4) years’ experience as a journeyman in construction or inspection of industrial or commercial systems of heating or ventilating, one (1) year of which must have been as a foreman or supervisor.

License: 
Possession of a current valid Class C Driver License

Notes:
1. Upon appointment to employment, and then on annual basis, employees may be required to pass a State mandated Respirator Medical Examination and be clean shaven for respirator and self-contained breathing apparatus fittings.

2. Possession of an International Conference of Building Officials (ICBO) Commercial Mechanical Inspector Certification, or International Association of Plumbing and Mechanical Officials (IAPMO) California Mechanical Code Inspector certification, is required within twelve (12) months from the date of appointment.

3. Employees must also pass CPR training annually and First Aid training every three (3) years.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. 

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40 hours work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment

Selection Procedures

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.”

Written Multiple Choice Examination (Weight: 100%)
Candidates deemed qualified will be administered a written multiple choice exam to determine their relative knowledge, skills, and abilities in job-related areas for which may include, but not be limited to knowledge of methods used in installation and fabrication of heating and ventilating equipment; knowledge of the design and operation of such equipment; knowledge of city codes pertinent to the installation and maintenance of such equipment; ability to read and interpret plans, blueprints, and specifications; ability to deal effectively and firmly with the public in the enforcement of codes and regulations and prepare reports of inspectional activities.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

Candidates must achieve a passing score on all exam components listed above in order to be placed on the eligible list/score report.

What else should I know?

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance:
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced.  Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Medical Examination
Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of twelve months, and may be extended with the approval of the Human Resources Director.
