Role description
Division Overview
The Finance Department provides financial management and accounting services to the department that includes budgeting and financial planning, financial reporting and accounting, billing, revenue collection, and debt management.
Position Description
Under general direction of the Finance Operations Manager, the Budget and Grants Analyst conducts analysis to support the development, maintenance, and administration of the Planning Department’s budget, including budget analysis and projections. The position regularly has contact with the Mayor’s Budget Office, the Controller’s Office, the Board of Supervisors’ Budget and Legislative Analyst Office and other City departments to support the development, approval and administration of the Department’s budget. The incumbent will work as part of the Finance Operations team and be assigned a suite of financial activities to support the entire Department.
The essential functions of this position include but are not limited to:
- Developing, monitoring, and administering the annual budget
- Performing analysis for budget development and resource planning
- Writing and presenting budget reports and other responses to information requests
- Reviewing and analyzing budget requests from internal staff and external parties
- Performing financial analyses, including expenditure projections, throughout the fiscal year
- Acting as a backup for other financial team roles
- Performing fiscal year-end close financial activities, including performing year-end project expenditure allocations
- Writing grant proposals, analyzing funding parameters and performing other requirements specified by grantor
- Monitoring departmental expenditures to ensure funding parameters are met, analyzing other criteria to ensure compliance with standards required by grantor
This position requires someone who is highly organized, works effectively under pressure, thinks critically, knows when to use independent judgment, and possesses excellent written and verbal communication skills.
How to qualify
Minimum Qualifications
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
- Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
- Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
1. Minimum Qualification Supplemental Questionnaire (MQSQ) - Qualifying
Candidates will be sent an MQSQ via email as part of the employment application. Applicants will be required to respond to the MQSQ in the time frame indicated, and submit their answers as directed. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQs) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
2. Written Core Examination - Weight 40%
This is a standardized written multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.
Candidates who meet the minimum qualifications will be invited to participate in the Written Core Examination. The Written Core Examination is a multiple-choice test designed to measure the relative knowledge, skills and abilities in job-related areas. The components of this examination may include, but not be limited to:
- Ability to analyze, evaluate and interpret data and information, including the ability to exercise good judgment when evaluating data and information
- Ability to read, comprehend, interpret and/or apply written information, rules, procedures, regulations, etc.
- Basic knowledge of, and the ability to apply policies, rules, and laws relating to recruitment and hiring processes, Civil Rights Act Title VII, EEO laws, and ADA
- Basic knowledge of, and the ability to apply principles, techniques, procedures and practices relating to job analyses, position classification, valid selection procedures and research, including the ability to perform mathematical calculations associated with these activities
The Written Core Examination is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.
Your passing score for the Written Core Examination will be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to re-take these tests. If the selection process for the future announcement is held within one year of the date of this examination and it includes the core exam your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the core test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

3. Supplemental Questionnaire Exam (SQ) - Weight 60%
Candidates who pass the Written Core Exam will be sent a Supplemental Questionnaire (SQ) via email to complete and return. Applicants will be required to respond to the SQ in the time frame indicated, and submit their answers as directed.
The Supplemental Questionnaire is designed to determine relative knowledge, skills and ability levels in job related areas which may include, but not be limited to: time management; ability to use job-related databases and software; analytical ability; oral communication ability; and written communication ability.
The SQ will account for 60% of the total weight of the final score.
A passing score must be achieved on all components of the selection procedures in order to be placed/ranked on the score report. The department may administer additional position-specific selection procedures to make final hiring decisions.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of Five (5). Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
