The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

Role description
The Real Estate Lease Administration & Financial Support Manager manages Port's leasing administrative, collections, and risk management staff. By managing the team responsible for all aspects of the division’s administrative functions for leasing across the Port’s 550+ property agreements, this position is essential to the Port's core function as the Trustee for Port property. Key administrative duties of the team include: management of the real estate portfolio management systems, financial tracking, and reporting (including preparing for lease audit reviews), lease and tenant file documentation and coordination, risk management analysis and compliance, and accounts receivable tracking and collections activities. This position also manages the division’s parking program, including work order relationships with SFMTA regarding meter operations and the division’s street performer program for Fisherman’s Wharf.
The Real Estate Lease Administration & Financial Support Manager:
- Manages, oversees, and improves Real Estate and Development’s operations for lease administration, finance, and data (paper and electronic) management.
- Manages Real Estate revenue collections (including monthly tenant invoicing), receivables, and rent credits.
- Prepares bi-annual budget; budget updates and monthly rent roll; five-year projections; performance measures; City’s year-end audit; Port bond disclosures.
- Manages procurements and payments for Real Estate and Development Division including as-needed professional service contracts, rent billing, aging and collections, general services including pest control, scavenger services, janitorial services, security services and utilities.
- Provides financial review and analysis of tenant’s financial documents (profit/loss statements, balance sheets, audited financial statements).
- Leads Port’s Risk Management for Real Estate and Development leases, licenses and other agreements, including complex Maritime agreements for insurance requirements.
- Works with Municipal Transportation Authority on the development and reconciliation of the budget for Port’s meter parking which include costs for meter procurement, replacement, repairs and maintenance and enforcement.
- Oversees and supervises six support staff for Real Estate and Development Division.
How to qualify
Education
Possession of a baccalaureate degree degree from an accredited college or university with major coursework in accounting, business administration, financial management or a closely related field.
Experience
Five (5) years of verifiable experience in budget, financial or fiscal analysis and reporting; or accounting and statistical analysis, projections, and evaluations of which three (3) years must include experience in supervising professional staff engaged in the above work.
License and Certification
Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.
Substitution:
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.
Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master's degree may substitute for one (1) year of the required professional experience.

- Ability to master new systems.
- Knowledge and experience in commercial real estate: lease administration, compliance, and property software systems such as PropWorks, Yardi, Buildium, Property Matrix, AppFolio Property Manager, or similar.
- Ability to analyze the economic feasibility of proposed property uses, problem-solve, establishes, and maintains cooperative business relationships.
- Ability to communicate effectively, both orally and in writing.

Compensation: The normal annual salary range is $122,200 - $156,026. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. Supplemental Questionnaire Evaluation: (Weight: 100%)
