Role description

Position Description 
Under direction, the Quality Assurance Manager will assist the SFERS Operational Risk Management and Quality Assurance Director to develop and implement a systematic approach to identify, measure, monitor, assess, control and report results to management on a continuous basis. The incumbent is responsible for providing day‐to‐day technical and administrative direction to staff responsible for conducting operational audits; gathering information from audits and performance measurement activities; researching and compiling information to assist in writing procedures for the business processes; and assisting in the preparation of reports of audit findings. 

Examples of primary duties may include:

  • Assist in designing, developing and implementing a comprehensive operational risk management and quality assurance program, including identifying and analyzing risks, evaluating division controls, and monitoring compliance;
  • Supervise staff in performing quality audits on the retirement business processes;
  • Review and compile audit findings;
  • Conduct training needs assessment and develop a training program to address the staff requirements; draft procedures for the administration of the retirement business; 
  • Supervise auditors in defining the standards of the retirement business processes by working with supervisors and managers of operations staff; and
  • Manage the Retirement Benefits Trainee Program.

How to qualify

Minimum Qualifications:

  1. Possession of a bachelor’s degree from an accredited college or university; and
  2. Three years of experience working in the field of risk management and quality assurance demonstrating knowledge of risk management policies and best practices; or
  3. Five years of senior level experience in administering employee retirement and/or pension benefits program.

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • At least two years of experience in supervising professional staff in administering retirement and/or pension benefits programs
  • Public sector experience in risk assessments and risk management.
  • Experience in conducting needs assessment.
  • Experience in developing and conducting training.

SELECTION PROCEDURES:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)

Candidates will be sent a minimum qualification supplemental questionnaire (MQSQ) to complete and submit. This MQSQ is designed to obtain specific information regarding a candidate's experience in relation to the Minimum Qualifications for this position. It is essential that candidates provide complete information in identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation: (Weight: 100%)

Candidates will be sent a Supplemental Questionnaire that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the Supplemental Questionnaire to be placed/ranked on the Eligible List. 

Applicants meeting the minimum qualifications are not guaranteed to advance through all of the steps in the selection process. The department may administer additional selection procedures upon certification in order to make a final hiring decision.

Candidates’ scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Eligible List/Score Report 

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director. 

Certification

The certification rule for the eligible list resulting from this examination will be Rule of the List.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

The terms of this announcement may be appealed under Civil Service Rule 111A.35.1. The standard for the review of such appeals is ‘abuse of discretion’ or ‘no rational basis’ for establishing the position description, the minimum qualifications and/or the certification rule. Appeals must include a written statement of the item(s) being contested and the specific reason(s) why the cited item(s) constitute(s) abuse of discretion by the Human Resources Director. Appeals must be submitted directly to the Executive Officer of the Civil Service Commission within five business days of the announcement issuance date.
