About City Services Audits:
The Audits Division provides an independent, risk-based assessment of the City’s $14 billion budget for major public service offerings, infrastructure, suppliers, contractors and community-based organizations. Audits staff has expertise in performance and compliance audits, investigations, data analytics, network and system security evaluations, capital project and contractor audits, and operations and leading practices assessments.
The Audits Division’s goals include:
Conduct performance audits of city departments, contractors, and functions to improve efficiency and effectiveness of service delivery and business processes.
- Investigate complaints of fraud, waste, or abuse of city resources received through the whistleblower hotline and website.
- Provide actionable audit recommendations to city leaders to promote and enhance accountability and improve the overall performance and efficiency of city government.
The Audits Division produces a wide range of audit and assessment reports relating to the City's revenue, spending, and programs. Some are technical in nature, such as bond expenditures reviews, lease compliance audits, and security reports on the City’s systems. Others provide a broader review of departments or programs, such as reports on the efficiency and effectiveness of departmental programs/functions or audits of the City’s management of construction contracts.

Description:
The 9920 Public Service Aide – Assistant to Professionals Audit Intern Program was established to ensure excellent performance in the auditor series of the City and County of San Francisco. The Audit Intern Program introduces incumbents to career opportunities in the auditing field and provides them organized training and work experiences, allowing them to learn about the auditing work environment and to interact with experienced mentors in the Office of the Controller’s City Services Auditor, Audits Division (CSA Audits).
Interns assist CSA Audits staff to perform audits, analyses, and assessments. Assigned duties increase in scope and difficulty within prescribed performance planning guidelines. Interns may be asked to:
- Under direct supervision, plan, organize, and conduct compliance, investigative or performance audits, or analytical tasks.
- Review and analyze policies and internal controls, management practices, and operations of governmental agencies, vendors, contractors, and other parties that do business with the City.
- Gather relevant data and analyze it for audit decisions, risk assessments, public integrity reviews, and other projects using both qualitative and quantitative techniques.
- Assist with fraud hotline report processing, investigations of the misuse of city funds and resources, and coordination of employee training.
- Evaluate city departments' cybersecurity programs or their individual components to determine compliance with cybersecurity policies and standards and help assess third-party risks.
To complete their work, interns use multiple computer applications, which may include Web search engines and software for spreadsheets, databases, and data visualization. Interns are expected to access, manipulate, and analyze data, and develop audit working papers and reports.
Interns work on a variety of projects that generally fall into five areas:
Efficiency and Effectiveness Audits – These audits examine whether city processes are efficient and effective, align with best practices, and/or deliver services equitably. They examine a wide variety of departments and operations. Recent examples include
audits of police use-of-force data, construction safety management, Sheriff’s staffing, citywide facilities maintenance, and the City’s 311 system.
Compliance Audits - These audits examine whether routine city processes, such as inventory, payroll, eligibility screening, cash handling, and construction change management are carried out accurately and with appropriate internal controls to safeguard city assets.
Whistleblower Program – This program responds to specific allegations of administrative wrongdoing by city employees and those who do business with the City. The program investigates reported deficiencies in the quality and delivery of city government services, wasteful and inefficient city government practices, misuse of city
government funds, and improper activities by city government officers and employees.
Cybersecurity Program – This program helps city departments use a systematic and disciplined approach to manage their cybersecurity risks through security objectives outlined by industry-accepted cybersecurity frameworks. The program also evaluates the effectiveness of cybersecurity risk management, internal controls, and governance processes and determines whether they are aligned with legal and regulatory requirements.
Disaster Cost Recovery, Data Analytics, and Other Assessments – Projects include the pre-auditing and submittal to federal and state agencies of citywide costs related to emergency response (for example: COVID-19, wild fires),analyzing city data as part of risk assessments and work planning efforts, and conducting public integrity assessments and other non-audit services in support of the organization’s mandated functions. Interns
work is evaluated on the basis of progress in the program, which includes but is not limited to:
- Auditing
- Knowledge of the fundamentals of auditing and risk analysis
- Written and oral communication
- Computer proficiency
- Human Relations
Interns work with increased independence as professional competence is demonstrated. Failure to demonstrate professional competence, or the inability to compete the program, will result in dismissal from employment or termination of an assignment in Class 9920.
Intern Mentors and Supervisors
Interns are assigned a mentor and supervisor(s) to guide and train them. There may be
multiple supervisors during a rotation. An intern’s supervisors may change, depending on the assignment or training topic. In some cases, the mentor and supervisor will be the same person. When they are not the same person, an intern’s mentor and supervisor(s) work closely together to provide high-quality, comprehensive, training.
Training Workshops
Interns attend various training workshops to build their technical competencies and develop an understanding of the City's processes, policies, and procedures, with emphasis on their relationship to auditing.
How to qualify
Education:
Candidates must be enrolled in, or have graduated within the last three years from, a bachelor’s or master’s degree program at an accredited college or university in business,
public administration, public policy, accounting, finance, economics, statistics, the social sciences, English, information systems, or a related field.
Experience:
No previous audit experience is necessary for this classification. Candidates must be willing to learn auditing principles and practices and receive on-the-job training to acquire the ability to apply professional standards and develop auditing skills.
Desirable Qualifications:
CSA Audits desires candidates who have strong academic aptitude and well-developed
analytical problem-solving skills, demonstrated success in completing team projects or working in a team environment, dedication to building a career in public service, and strong written and verbal communication skills. The outstanding candidate is a leader who demonstrates personal accountability and urgency in completing assignments and achieving results.
Selection Procedures:
The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.
