The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; a robust shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter individuals and couples using a low-threshold model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,500 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

What You’ll Be Doing

Under the general direction of the Manager of Navigation Center and Shelter Programs, the Administrative Analyst will provide analytical support to the Guest Placement and Temporary Shelter teams and manages RTZ and ONE System data on a real time operational basis (e.g., monitors placements/transfer in the system, validating RTZ and ONE System data and enter placement data into RTZ and ONE System, track room and bed availability). The position ensures guests that are placed in shelter get connected with behavioral health, medical, and other services and benefits, through the review of data in the ONE System.

Essential Duties and Responsibilities:

  • Resource/Compile data on Temporary Shelter and Shelter-In-Place (SIP) site placement availability, by working with multiple departments, liaising with Community-Based Organizations (CBO), within an interdisciplinary Team, and communicating system capacity daily. 
  •  Assist in the planning, analysis, and evaluation of policies/reports/analytics concerning SIP and Temporary Shelter allocations/placements, identify/troubleshoot discrepancies in RTZ and the One System with multiple Data Teams across multiple departments, and build/maintain SUP and Temporary Shelter Placement/Guest Services dashboard in Power BI. That provides a real-time snapshot of systems capacity. 
  • Assist in developing/managing/coordinating systems for guest allocations/placements to Temporary Shelter with multiple city departments within an interdisciplinary Team, CBO’s, and through developed/centralized meetings of authorized stakeholders.   
  • Compile/Input guest data into RTZ and ONE system daily, from authorized stakeholders and CBO’s. Maintaining data quality by communicating efficient standards of operations. Developing/Implementing new systems for pilot programs to maximize intake capacity and additional data point requests. 
  • Work in tandem with Guest Services and the Temporary Shelter Team to provide support with appropriate placements and intra-system transfers of guests into the Temporary Shelter System.  
  • Assist in Maintaining Guest Placement workflow templates to ensure effective/efficient onboarding of new staff. This model also provides consistent coverage of operational needs when staffing is lean. 
  • Observe and take direction from Senior 1823 Analysts on various projects.
  • Field crisis calls and escalate issues to appropriate providers, CBO’s, and operational managers.

How to qualify

Minimum Qualifications:

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work, as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR

3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.
