About:

The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

The Capital Programs and Construction (CP&C) Unit of the Streets Division designs and delivers complex capital projects including rail and trolley infrastructure and facilities. CP&C employs over 120 engineers, technicians, and administrative staff responsible for the delivery of projects that provide state of good repair, improved system security and safety, facility upgrades and enhancements, and system expansion. Unit responsibilities include design, engineering, project and contract management, construction management, contract administration, cost and schedule control, quality assurance, and procurement administration.

APPOINTMENT TYPE: Permanent Exempt, Full Time – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Position Description

Under general direction of the Director of Capital Programs and Construction (CP&C), the Project Controls and Support Manager will play a key role in the delivery of capital programs by developing and implementing processes that provide relevant controls for scope, schedule, and budget for capital projects. The Manager III is responsible for leading the development of the Capital Improvement Plan (CIP) for the Division; tracking, monitoring, overseeing and managing the Division budget; overseeing and managing the project control team; reviewing, approving, and providing recommendations to the Division Director on project financial status, budget and funding status; leading tasks related to project control such as: scope, schedule and budget control, monitoring and approving the use of contingency funds, reviewing and approving change order and additional funding requests; and managing and overseeing project documentation and reporting functions.

Examples of Important and Essential Duties

  • Oversees, monitors, and audits the capital budget and fiscal management of capital programs.
  • Manages the Project Controls and Support team, which tracks and monitors funding and expenditure of GO-Bond, FTA, Prop K. and grants.
  • Manages and forecasts total project costs and project cash flow program.
  • Provides document control and process improvements for Project Operation Manual (POM).
  • Oversees project change order process and provides recommendations to the CP&C Director on the financial implications of such changes to the projects and the Division’s overall project delivery goals.
  • Coordinates funding needs and project assignments with other SFMTA Divisions and external agencies such as SFPW and SFPUC.
  • Reviews and audits project billings and Division expenditures.
  • Supervises and trains analysts in the Project Controls and Support team.
  • Reviews and provides recommendations to the CP&C Director on project monthly reports, quarterly reports, Board calendar items, FTA reports, GO-Bond reports, and any other Division reports related to Division projects.
  • Develops, reviews, and recommends policies and procedures to improve the operations and functions of project controls and delivery.
  • Develops and monitors capital and operating budgets for Capital Programs and Construction.
  • Performs other related duties and responsibilities, as assigned.

Desirable Qualifications: 

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience in project delivery and project controls.
  • Experience in managing large capital and operating budgets.
  • Experience in PeopleSoft Finance/Procurement and Oracle Business Intelligence.
  • Experience in P6 project scheduling, Ecosys, FSP, and Time Control.
  • Experience in infrastructure and transit construction projects, project management procedures, change control, and project budget management.
  • Experience working on Diversity, Equity & Inclusion (DEI) initiatives.
  • Experience collaborating with diverse stakeholders, community groups, underserved or marginalized communities.

How to qualify

Minimum Qualifications:

  1. Possession of a baccalaureate degree in Engineering, Construction Management, Economics, Business Administration, Public Administration, Public Policy or related field from an accredited college or university; AND
  2. Four (4) years of increasing responsibility in the management of people and/or programs, including at least two (2) years of experience supervising and/or managing staff.

Notes:

  1. Applicants must meet the minimum qualifications at the time of filing date unless otherwise noted. 
  2. One-year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
