Operations Division
The Operations Division delivers essential services around the clock with street cleaning, street and sewer repair and maintenance, and repair services for civic buildings and structures.  Operations staff also provides graffiti removal, sidewalk maintenance, community partnerships to advance cleaning and greening initiatives, code enforcement, workforce development and apprenticeship programs, urban forestry care and tree planting, and landscape services.

Role description

San Francisco's Graffiti Ordinance requires that private property owners abate graffiti from their buildings within 30 days.  Article 23 of the Public Works Code is known as the "Graffiti Removal and Abatement Ordinance."  In order to combat the rise in graffiti incidents in San Francisco, an initiative is being drafted to take a new approach in dealing with graffiti and vandalism to create a graffiti abatement pilot program to target San Francisco's major corridors.  This pilot program, supported by Mayor London Breed, will allow businesses to opt-in to a free program managed by Public Works to clean up graffiti on private property, notify local community benefits districts of violations and provide updates to City Officials.

Under general supervision, the general laborer will perform a variety of manual labor tasks such as removing debris from construction, maintenance, wrecking, or repair work as well as loading and unloading materials, supplies, furniture, and equipment, General laborers in this program will focus on painting over or otherwise removing graffiti on public and private property containing graffiti.

How to qualify

  1. Three (3) years (6000 hours) of verified journey-level experience as a general laborer in the construction field.
  2. Possession and maintenance of a valid Class C California driver license for the duration of employment

Substitution:
Completion of a California Division of Apprenticeship Standards (DAS) or United States Department of Labor (DOL) approved apprentice construction laborer program may be substituted for the required experience.

Special Requirements: Physical strength, endurance, and dexterity to perform tasks such as lifting and/or handling materials and objects weighing up to 90 pounds, carrying such materials at least 50 feet, balancing 10-foot long pieces of lumber; sustained physical effort , frequently under adverse weather conditions and/or disagreeable working conditions, such as working on roads or streets in traffic or in cold or rain or being exposed to feces and urine, raw sewage, used syringes, toxic and hazardous materials, poison oak, poisonous snakes, and insects; and confined space entry.
