Systems Division of the Controller’s Office:
The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence.  These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers).  Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks.  The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities. Systems Division has a hybrid/remote weekly schedule, working 1 day onsite (in the San Francisco office) and 4 days remote, subject to periodic review and approval.

Role description

The Role
The Budget System Business Analyst reports to the SF Budget System Director. Under general direction of the SF Budget business line, this position serves as technical and functional expert, and administrator for BFM.  The position includes roles and responsibilities in maintaining and supporting BFM, related databases, reports, files and interfaces to ensure all process run smoothly and meet the business needs for the Controller and all City Departments.  This is a hands-on role where the successful candidate will be able to define the work as well as dive in and do the work.  This role will also handle the intake of Budget System-related new requirements or changes as initiatives are defined, as well as manage the projects and changes throughout the development life cycle. 

Key responsibilities include:

  • Administer, maintain, and operate citywide budget system BFM, its reporting application SAP BusinessObjects Web Intelligence, databases, files, interfaces and reports used in the Citywide budget process.
  • Serve as functional expert in business process and systems analysis, testing, and user support; as technical expert in report building, query and dashboard development, and troubleshooting.
  • Analyze the interrelationships of business processes, complex financial and position data to develop reporting requirements and data structures.
  • Gather requirements from appropriate process owners, write clear and detailed functional specifications, prioritize features, and drive technical scoping as needed.
  • Drive continuous process improvement by collaborating with stakeholders on design of new solutions that enhance business performance and achieve established goals.
  • Developing, documenting and testing security roles and permissions.
  • Review functional designs and test documentation to ensure they adhere to best practices, meet user needs, and are viable solutions from a technical perspective.
  • Document and executes testing requirements and test plans.
  • Conducting trainings for end users.
  • Ensuring high data quality and process performance of BFM data integrations with internal and external applications
  • Identifying, managing, escalating, and resolving issues and risks.
  • Troubleshoot and resolve production support issues.
  • Partner with SF Budget Advisory Board, including creation of content, leading presentations, and participating in discussions.
  • Mentor and develop new functional business analysts.
  • Performs other duties as assigned.

How to qualify

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND,

Experience:
Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

In addition to the Minimum Qualifications listed above, this position has additional requirements. In order to qualify for any of this position, applicants must meet the following Special Conditions:

  • One (1) year of Sherpa Budget Formulation & Management experience.  Verifiable and recent experience with Sherpa Budget Formulation and Management system and its reporting application SAP BusinessObjects Web Intelligence 4.2 SP 8 or higher, performing production support, data analysis, design and testing.

Desirable Qualifications:

The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Professional IS Business Analyst work experience in the Public Sector (Government or Nonprofit).
  • Demonstrated strong analytical, planning and organizational skills and abilities.
  • Advanced experience with BusinessObjects or similar reporting tools.
  • Advanced-level skills in requirements gathering and documenting; preparing functional specification documentation, system and user testing techniques and documentation, process flow and diagramming.
  • Demonstrated experience preparing and maintaining user training materials; conducting online user trainings and oral presentations.
  • Firm understanding of statistics and databases
  • Ability to effectively interact with internal and external City personnel and contractors
  • Expert level knowledge of governmental accounting, governmental budgeting, and database development and report writing
  • Excellent communication skills.
  • Advanced QA and SQL skills.

Selection Procedures:

Supplemental Examination (Weight: 100%)

What else should I know?

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
