The department is divided into four divisions – operations; building design and construction; infrastructure design and construction; and finance and administration. The Director’s Office provides external and internal communications, policy direction, government relations and emergency management. The Public Works director reports to San Francisco’s City Administrator and the Mayor.

The Infrastructure Design and Construction Division

The Infrastructure Design and Construction Division of San Francisco Public Works, led by the City Engineer, provides engineering planning and design services, project management and construction management services for a range of capital improvement projects supporting the City's streets and infrastructure. In addition, its Bureau of Street-use and Mapping, which includes the office of the County Surveyor, ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the use of the public right of way and is responsible for records of survey, lot line adjustments, mapping subdivisions and condominium conversions.

 

Role description

Under direction, the Regulatory Specialist assists in assuring that all San Francisco Public Works construction, planning and development, and maintenance and operations projects comply with federal, state and local laws and regulations. Essential functions of the position include: maintaining a working knowledge of the laws and regulations promulgated by various federal, state and local environmental and regulatory agencies; inspecting operations and construction activities to assure compliance with applicable laws and regulations; providing compliance assistance and/or enforcing environmental regulatory requirements; working well with others in multi-tasking situations; coordinating efforts with other City departments and with regulatory and resources agencies to acquire the necessary authorizations to operate and to undertake new projects and maintenance activities; advising management of pertinent regulations affecting planned or in-progress projects and activities; collecting, reviewing and/or analyzing quantitative environmental data; reviewing and coordinating work of technical consultants; reviewing and/or preparing risk assessment, environmental compliance, environmental monitoring, and/or CEQA/NEPA reports; coordinating with other City departments, regulatory and planning agencies, and the public; tracking project budgets and establishing and maintaining records and regulatory files. The nature of the job may require: performing field investigations on foot in rough terrain and uneven surfaces; confined space entry; and climbing and descending ladders.

  • Research and track all federal, state and local regulations that may affect the department
  • Advise management of pertinent and timely regulations and make recommendations on the appropriate departmental actions
  • Provides regulatory expertise and permit processing support to managers and staff
  • Reviews plans including planning and development plans, capital improvement project plans, property management & maintenance plans, and other related plans
  • Performs or oversees consultants' performance of an environmental sample collection and analysis program
  • Assists in making technical presentations to regulatory agencies and related public agencies
  • Implements and assists in developing permit processing and inspection practices and procedures related to compliance with regulations affecting operations and facilities maintenance projects, property development and management and land-use programs to manage environmental liabilities
  • Develops and maintains effective working relationships with a diverse staff
  • Establishes and maintains permit files
  • May be required to drive city vehicles

 

Working Relationships:

This position will interact with Bureau Managers, Deputy Director, Project Engineers and Architects, Project Managers, Client Department Representatives, planning department and regulatory agencies responsible for environment compliance and approval of public infrastructure projects.


     

How to qualify

Minimum Qualifications:

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.

Education:

A baccalaureate degree from an accredited college or university with major course work in natural sciences, engineering, environmental or resource planning or a related field; AND

Experience:

Four years of verifiable work experience in environmental permitting and regulations; environmental investigations; environmental or other regulatory compliance; or environmental project management; or utility regulatory analysis.

License and Certification:

Possession of a valid California driver's license.

Substitution:

A Masters degree in natural sciences, engineering, environmental or resource planning, public policy, economics or a related field may substitute for one (1) year of work experience. A law degree may substitute for one (1) year of work experience. A PhD in natural sciences, engineering, environmental or resource planning, public policy, economics, or related field may substitute for two (2) years of work experience.


Desirable Qualifications:

  •  The ability to meet the standards of the San Francisco Planning Department Office of Environmental Planning’s requirements for an archaeological monitor and the Secretary of Interior Standards and Guidelines for professional archaeologist.
  • Possess the requirements of a professional Archaeologist and archaeological monitoring experience from day one of the employment to begin performing this work. 
  •  A minimum of 12 months of monitoring field work, of which a minimum of four months must have been for transportation-related projects.     
  •  Current or previous accreditation as a Professionally Qualified Staff (PQS) under the Section 106 Programmatic Agreement that governs Caltrans cultural resources actions on federally-assisted state and local projects from day one of the employment. 
  • The ability to read technical engineering plans, analyses, and reports associated with design and construction of building-construction, roadway-improvement, and utility projects. The knowledge of and professional experience in field biology is helpful. The occupant of the position shall possess the ability to communicate with public, management, clients, and other government and private agencies; use computer applications and software programs; use independent judgment within established policies; and establish and maintain effective working relationships with those contacted during the course of the work.

Appointment Type: Permanent-Exempt. The San Francisco Public Works Department has an opening for an exempt appointment in San Francisco. The position is excluded by the Charter from competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer. This position has an anticipated duration of up to three (3) years.
