Finance oversees budget preparation; capital planning, contract analysis, administration and reporting; grants research and administration; and accounting. It also prepares, analyzes and produces reports to implement and manage our projects and programs. Responsibilities include the creation and monitoring of the annual budget; preparation of an annual indirect cost plan; participation in bond authorizations and sales; development of the capital plan; and grant proposals. Accounting reviews and records financial and purchasing transactions; prepares grant billings and account analyses; collects revenues; disburses funds; and guides funds through required procedures until final liquidation. Contract Administration is responsible for advertising bids; distributing plans and specifications; receiving bids; processing documents; handling bid protests; awarding contracts; and ensuring compliance with insurance, bonding and licensing requirements.
This is a Position-Based Test conducted in accordance with CSC Rule 111A.

Role description
The 1825 Principal Budget Analyst II is a leading budget and finance member responsible for the planning, organizing and leading of the operating budget efforts, including ensuring programs are properly budgeted, funding sources are secured and working with Budget Manager to implement projects and spend funds in a timely manner. This position is responsible for development and monitoring of the highly complex department indirect cost plan and monitoring overhead fund recovery and paid time off recovery performance as well as working with all bureaus in the budget development, tracking, monitoring and ensure expenditures and revenues are in compliance with funding appropriations.
Examples of Important and Essential Duties:
- Manage the overall planning, development, implementation and monitoring of the departmental operating budget; advises management in the budget development and management process, including formulating policy, monitoring, reporting and interpreting budget documents; negotiate budget proposals with the department and with the Mayor’s Office, Board of Supervisors; performs financial forecasting of revenue and expense projections and financing alternatives and funding alternatives.
- Manage the overall activities of the departmental indirect costs plans, including planning, developing, administering, implementing, and monitoring the plans to ensure compliance with applicable Federal, State and local regulations; analyzes and identifies problems with recoveries and adjusts rates, lead responses to audits and review of the indirect cost plans.
- Plans, implements, performs and directs work involving extremely complex economic and/or financial analysis including finance and garbage rate analysis and modeling, budget variance analysis, and capital planning review for senior departmental management or other regulatory agency; makes written and oral recommendations on difficult administrative and financial issues.
- Independently reviews, evaluates, and develop very complex financial and business models utilized within the organization and assist with the development of new business models using business intelligence software.
- Identifies and analyzes highly complex existing, newly enacted and proposed local, State and Federal legislation policies and procedures and determining potential fiscal impact; makes recommendations to management on the consequences of pending and proposed legislation; develops and recommends procedures for the citywide implementation of enacted legislation.
- Represents Public Works in Citywide committees.
- Supports and assists in the coordination of internal and external audits.
- Performs related duties as required.
How to qualify
MINIMUM QUALIFICATIONS
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A.
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must include two (2) years of experience in complex budget analysis, development and administration. Any remaining professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.

- One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

- Advanced proficiency with City & County of San Francisco Financial Systems, PeopleSoft Financials, Reports and Analytics, People & Pay, Procurement processes.
- Experience in developing, implementing, and monitoring an indirect cost plan and developing overhead rates.
- Experience leading team and staff through the San Francisco budgeting process.
- Possession of a master’s degree in public or business administration, accounting, finance, public policy, or a related field.
- Experience providing technical assistance to grantees, contractors, and vendors on funding requirements and compliance specifically focused on fiscal operations and budgeting that is consistent with federal, state, and local requirements.

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire (Weight 100%):
Candidates deemed qualified will be invited to participate in a supplemental questionnaire evaluation designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to: knowledge of: the principles and techniques of governmental organization and management, financial/fiscal analysis and budgeting, economic and policy analysis, development and implementation of complex systems and procedures, applicable local, state, and federal laws and regulations, and application of statistical and other analytical methods and techniques of data collection and analysis; analytical ability; supervisory ability; human relations ability; and oral and written communication ability. A passing score must be achieved on the written examination in order to be ranked on the eligible list.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
