Role description
Appointment Type: Permanent-Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.
Position Description
The Small Business Program Manager will operate under the Community Economic Development division of OEWD that focuses on supporting small businesses and creating vibrant commercial corridors. This role is responsible for overseeing the division’s programs that provide technical assistance and access to capital for San Francisco’s small businesses.
As part of the Community Economic Development Division, the Small Business Program Manager reports to the CED Division Director and will be responsible for managing the team of four staff and ensuring efficient operations of small business technical assistance and capital programs. The team is responsible for but not limited to the (1) administration of community development grant funds to community-based organizations that provide technical assistance (2) developing and managing grant programs that provide financial assistance to small businesses (3) overseeing investments in small business loan products (4) tracking and reporting on the impact of the work. Your work will facilitate the expanded reach and continual improvement of the small business capital program based on research of small business needs, neighborhood strategies, and economic development and recovery principles.
Responsibilities
Staff Management
- Responsible for managing and evaluating staff
- Support staff to ensure programs meet project timelines and deadlines
- Responsible for ensuring staff implements administrative procedures
- Establish and monitor caseloads and work activities of direct reports to ensure service delivery and contract outcomes.
- Actively engage in staff development through agency performance management process, ongoing feedback (including regular One-on-Ones), and identification of training opportunities.
- Quickly identify and address performance-related concerns, following agency policies and procedures. Ensure staff knowledge of, and adherence to, all applicable laws and regulations, professional standards, and agency Code of Conduct.
Small Business Program Development, Implementation and Reporting
- Lead implementation of small business programs including planning, development, procurement, and evaluation
- Small Business Grant Programs include, but are not limited to SF Shines, Vandalism Grant, Disaster Relief, Rent Relief, and others
- Track the team budget and monitor procurement processes, tasks, and deadlines
- Review and update current project management processes, templates, and procedures, to incorporate best practices and adapt to changing systems
- Prepare notes, reports, and external communications about the programs
- Define metrics and analytics to evaluate the success of CED programs
- Implement a standardized, routine process for qualitative and quantitative data collection to understand the outcomes of CED programs, recommend areas for improvement, and report out to relevant stakeholders, internally and externally
Budget and Grant Management
- Manage program and staff to achieve all program and contractual deliverables.
- Support staff in overseeing a portfolio of community development grant funds to nonprofit agency grantees that deliver technical assistance to small businesses
- Support implementation of grant programs including management of reimbursement requests, collaboration with CED Program Managers
- Oversee grant agreements and funding that provides small business loan products
- Maintain partnerships with grantees and provide capacity building support when needed

How to qualify
Minimum Qualifications
1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
