Our Office

The Office of the Assessor-Recorder is responsible for carrying out property tax-related functions governed by the State Constitution and State and local laws. Our core responsibilities include locating all taxable property in the City and County of San Francisco, identifying ownership, establishing a taxable value, and applying all legal exemptions. Property broadly includes both real property and personal property owned by businesses. The Office of the Assessor-Recorder is also responsible for recording documents and maintaining those public records. Over 400 different types of documents are recorded annually, including deeds of trust, reconveyances, liens, and public marriage licenses. The Office is also responsible for collecting any transfer tax due upon a change in property ownership. The Office of the Assessor-Recorder strives to conduct our work with the core principals of professionalism and integrity. 

What We Do

Heightened activity in the real estate and business markets means increased demand for the work of our office. Every year, property tax revenue remains the largest single source of funding for the City’s General Fund revenue, representing over $2.4 Billion in Fiscal Year 2020-21. This revenue funds crucial services like public safety, education, neighborhood improvements, and health and family support services. This past year, the dedicated work of the Assessor-Recorder staff to close the property tax roll represented a cumulative value of over $328 Billion and generating over $3.7 Billion dollars in local revenues. This is due in part to strong growth in the real estate market, additional construction across San Francisco, and our office’s efforts in increasing efficiency. In recent years, we have taken significant steps toward modernizing our operations, including kicking off a multi-organization effort aimed at modernizing City-wide Property Assessment & Taxation Systems (Project SMART). Project SMART (System for Managing Assessments, Records and Transactions) is a multi-year project to replace our legacy property assessment system that manages the City’s $328 Billion in assessed property value. The new system will handle all aspects of assessment functions and will be able to integrate with other City systems, specifically the Office of the Treasurer & Tax Collector and the City Controller's Office.

Role description

Under the supervision of the Standards Chief, the Mapping Principal Analyst will work within the department and with other departments to integrate data and map component changes into the ASR Parcel layer and guide staff on integrating GIS data and methods into application development. The Mapping Principal Analyst will also coordinate and assign GIS related tasks to staff members, publish GIS data and catalog of map coverages for distribution to City Departments and to City’s Open Data Portal (DataSF), identify trends and new technologies within GIS Industry and make recommendations on procurement and implementation of software and hardware products to enhance and improve on delivery of GIS Services.

Duties may include, but are not limited to:

  1. Develop geospatial data and analytics to help clarify operational and structural challenges and develop related findings and recommendations for leadership.
  2. Develop ad-hoc analyses using GIS tools to evaluate existing and proposed departmental policies, procedures, programs, and projects, as assigned.

  3. Develop and maintain public-facing static and GIS Maps that address questions of public interest. Examples may include what neighborhoods see the most real estate activity, changes in the assessed roll value year over year and trends in AAB decisions.

  4. Support departmental capacity to clearly communicate office-wide goals and values with internal and external stakeholders, including helping to respond to questions received from the public or other agencies as assigned, including annual publication of Assessor Block maps and various parcel layers.

  5. Provide geospatial data and analytics to support initiatives to increase standardization within business units, as assigned. 

  6. Support data improvement efforts and partnerships, as assigned.

  7. Coordinate and Work with Standard’s Analyst Team to develop and maintain Parcel Genealogy and APN validation for Recorder’s system.

  8. Develop and maintain new geospatial data and analytical tools to support ASR operations including but not limited to integration of APN validation, EAS and parcel genealogy.

  9. Performs other duties as assigned.

How to qualify

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the job announcement.

Education:

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:

Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Selection Procedures:

Minimum Qualification Preliminary Questionnaire (Weight: Qualifying) 

Candidates will be required to complete a Questionnaire as part of the employment application. This is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications. 

Supplemental Questionnaire (Weight: 100%)

Candidates who meet the minimum qualifications will be emailed a Supplemental Questionnaire. The Supplemental Questionnaire is designed to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Skill and ability in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions; Ability to analyze complex information and develop plans to address identified issues; Ability to develop objectives, evaluate effectiveness and assess needs; Ability to implement new systems and procedures and to evaluate their effectiveness; Ability to develop ad-hoc analyses using GIS tools to evaluate existing and proposed departmental policies, procedures, programs, and projects; Ability to extract and interpret relevant information from various sources; to evaluate information and to reach an appropriate conclusion; Ability to communicate and interact effectively with internal customers and members of the public; Knowledge of techniques used to develop geospatial data and analytics; Skill in using analytical software tools, data analysis methods, and other computer applications; Ability to effectively plan and delegate the work of others; Ability to establish and maintain cooperative and effective working relationships; and, Knowledge of, and the ability to apply, principles, practices and procedures involving office operations. A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed on the Eligible List.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
