This is a Permanent Exempt position, special project-based position limited to no more than 3 years in duration. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.

Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and at‐risk youth, adults, and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services including outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

What You’ll Be Doing
You will be joining a growing team focused on creating and improving the Department’s Homeless Management Information System (HMIS). This is an exciting opportunity for an analyst who is passionate about solving homelessness for our community, topics at the intersection of housing and health, and using technology to improve services. You will play a key role on the Online Navigation and Entry (ONE) System Project Management team and projects related to the California Advancing and Innovating Medi-Cal (CalAIM) initiative.

Under direction of the ONE System Business and Project Manager, you will oversee the scoping, planning, and development of components of the ONE System that will better serve our department, providers, and individuals experiencing homelessness. You will translate stakeholder requests into system changes with a particular focus on components that will support upcoming CalAIM requirements. Experience working across teams to plan projects, project management methodologies, and familiarity with information systems and/or databases will be useful.
The ONE System is an enterprise Software as a Service (SaaS) system that supports HSH and its 60+ community-based organizations to provide a unified system for the City’s Homelessness Response System. The ONE System operationalizes, streamlines, and tracks workflows related to outreach, assessment, prioritization, referral, and placement for families, youth, and individuals seeking housing, shelter and other vital programs and services.

California Advancing and Innovating Medi-Cal — known as CalAIM — is a multiyear plan to transform California’s Medi-Cal program and to make it integrate more seamlessly with other social services, such as those offered by HSH. Led by California’s Department of Health Care Services, the goal of CalAIM is to improve outcomes for the millions of Californians covered by Medi-Cal, especially those with the most complex needs.
The successful candidate will have the ability to work collaboratively with internal and external stakeholders and the software vendor to bridge communication gaps to implement successful projects without compromising system functionality. Essential Duties and Responsibilities:

  • Works within the ONE System team to determine scope of new system enhancements, prepares process mapping, defines system specifications, and business requirements.
  • Works closely with our ONE System vendor (Bitfocus), HSH programs, and other HSH business units to fully understand, assess, and document program business requirements and system changes.
  • Scope projects related to system changes, plan for their timely execution, and manage towards deliverables that will enhance system operation and satisfy stakeholder needs.
  • Learn and understand CalAIM claiming requirements and translate into necessary data tracking and functionality within the ONE System to support the claiming process.
  • Scope and implement any ONE System modifications needed to support CalAIM claiming.
  • Design or modify ONE System user workflows and coordinate associated user training for relevant programs and providers.
  • Perform ongoing data quality and quality assurance reviews of ONE System data and implement efforts to improve data quality where and as needed, both generally and to support CalAIM claiming.
  • Serves as a ONE System expert liaison to HSH program staff.
  • Documents policies and procedures as they relate to the ONE System and particularly CalAIM reimbursement and claiming.
  • Communicates and trains HSH staff on updates, enhancements and new functionalities involving the ONE System.
  • Works with vendor (Bitfocus) to provide support to the provider community to steadily improve our HMIS participation and data quality.
  • Prepares and delivers presentations on system initiatives to HSH Executive Team, CBOs and City Partners on an as-needed basis and at monthly ONE System Functional Steering Committees.
  • Is an active participant and contributor in the team's ongoing large-scale projects, including the Shelter System project rollout.
  • May include additional duties as assigned.

How to qualify

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Experience planning and scoping projects, particularly in a technical or systems-based setting.
  • Experience with information systems or databases, particularly in social service settings.
  • Project management skills and/or experience in project management software.
  • Familiarity with Homeless Management Information Systems (HMIS) and homelessness response system programs. 
  • Claiming, billing, or reimbursement in social service settings.
  • Basic knowledge of Microsoft Office Suite, particularly Excel.
