About the Recreation and Park Department
Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America. San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

About the Structural Maintenance Yard
The mission of the Structural Maintenance Yard is to provide superior, professional maintenance services to ensure Recreation and Park facilities foster a sense of community pride and well-being, and meet the high expectation and need of park patrons. The Structural Maintenance Yard is organized into 10 shops, thirteen 13 trades: Carpenters, Cement Masons, Electricians, Heavy Equipment Operations (includes: Operating Engineers, Truck Drivers, Laborers, and Riggers), Iron Workers, Painters, Roofers, Sheet Metal Workers, and Stationary Engineers. Structural Maintenance has two major functions: routine repairs/maintenance, and deferred maintenance projects. Routine repairs and maintenance is performed daily to secure the safety and guarantee the operations of our facilities. Deferred maintenance includes capital-funded projects and philanthropy projects initiated through funding provided by donors for park improvements.
Role description
Under the direction of the Superintendent of Structural Maintenance, this position is responsible for managing the day-to-day functions of ten (10) shops, thirteen (13) trades, including direct supervision of seven (7) shop supervisors engaged in the repair, maintenance and construction of park infrastructure and grounds. The essential duties for this position include, but are not limited to:
- Directs, assigns, reviews and approves the work of subordinate craft personnel engaged in the repair, maintenance and construction of park infrastructure, equipment, vehicles, apparatus, fencing, foundations and complements (e.g. painting, fountains, curbing, etc.) necessary to successfully execute related projects;
- Plans, monitors and delegates work order requests to craft supervisors to maximize the efficiency of repair and maintenance work using the department’s Total Managed Assets (TMA) database system;
- Communicates orally and in writing in a professional and effective manner with division heads, craft supervisors, vendors/contractors, site administrators, private businesses and personnel from other City departments necessary for the completion of project; acts as a representative of the Recreation and Park Department at meetings with the public, contractors, planners, architects, designers, City officials, staff, agencies and businesses;
- Monitors training (i.e. LEAN process improvement) of subordinate craft personnel to meet departmental requirements and facilitate professional development by using on-the-job training, training courses funded by the department and other appropriate methods
- Directs detailed construction document plan review process for all department Capital renewal projects to ensure compliance with design specification standards; Directs detailed construction document plan review process for all department Capital renewal projects necessary to perform preventive maintenance as part of designed project life cycle;
- Supports the Superintendent of Structural Maintenance in managing an annual budget for renovation, maintenance and construction operations by monitoring and forecasting budget expenditures;
- Supports the Superintendent of Structural Maintenance in monitoring operations, maintenance and repair activities of subordinate craft personnel to ensure compliance with OSHA safety requirements and established policies and procedures;
- Researches new or improved maintenance methods, materials, supplies and tools for the purpose of improving building, construction and maintenance work functions of the department’s Structural Maintenance Yard
- Inspects projects (i.e. repair, maintenance and construction) to ensure deadlines and objectives are completed according to project schedule; inspects projects (i.e. repair, maintenance and construction) to ensure subordinate craft personnel are safely and effectively using time, equipment and tools;
- Oversees the department’s Lead and Asbestos Abatement Program and Copper Chromium Arsenic Wood Structure Resealing Program to ensure proper removal of hazardous materials from park infrastructure; oversees the department’s Energy Conservation Program to ensure compliance with Federal, State and City regulations;
- Prepares specifications for the requisition of materials, supplies and equipment necessary for the completion of projects by using computer applications and software (e.g. Microsoft Office);
- Leads the implementation of organizational development initiatives at the Structural Maintenance Yard including LEAN management principles by modeling and applying LEAN principles to work organization and maintenance/repair production.
Nature of Work
May be required to address emergencies outside of regular work schedule, including weekends and holidays.
How to qualify
1. Possession of a Baccalaureate degree from an accredited college or university; AND
2. Five (5) years of professional experience engaged in the maintenance and repair of buildings and grounds, two (2) years of which must include supervisory experience; AND
3. Possession of a valid California Driver's License.
Substitution: Verifiable professional experience in the maintenance and repair of building and grounds may substitute for the required degree on a year-for-year basis for up to four (4) years. One year of experience will be considered equivalent to 30 semester or 45 quarter units of college course work.
Desirable Qualifications
- Professional experience working in a public parkland environment.
- Knowledge of Lean processes improvement principles and practices.
- Knwoldege of computerized maintenance management systems (CMSS) e.g., TMA

What else should I know?
Compensation: The normal annual salary range is $131,248 to $167,492 annually. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. Basic Supervisory Exam (Weight: 50%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension. This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. The Basic Supervisory Exam will be administered either on a computer or in paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification. The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used.
Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Behavioral Consistency Questionnaire (Weight: 50%):
Candidates who receive a passing score on the Basic Supervisory Exam (BSE) will be provided via email, a Behavioral Consistency Questionnaire. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. Candidates must achieve a passing score on the Behavioral Consistency Questionnaire in order to be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
Eligible List Duration: The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
