Systems Division of the Controller’s Office:
The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence.  These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers).  Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks.  The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities.

The Project Management Office (PMO) team provides project management and software development tools, solutions and services to our business partners so they can work faster and better. Role description

The PMO Project Manager reports to the Systems Division’s PMO Manager, with a dotted line to the System Divisions’ Product Owners. The PMO Project Manager will support our PMO team in delivering key projects and driving cross-team collaboration and knowledge sharing. This is a hands-on role where the successful candidate will be able to define the work as well as dive in and do the work. This role will focus on projects related to the Government Operations Recovery initiative, which is a joint effort from the Controller’s Office, the Department of Human Resources, and the City Administrator’s Office to improve efficiency of the City operations.  This initiative will focus on policy, process, and system changes related to staffing shortages, contracting backlogs, and financial operations pain points that affect both service delivery and implementation of new services.  This PMO Project Manager role will handle the intake of PeopleSoft system-related changes as initiatives are defined, as well as manage the projects and changes throughout the software development life cycle. 

This position will be responsible for understanding the strategic objectives, driving scoping, assessing risks and challenges, developing comprehensive project plans, managing multiple work streams and securing the necessary resources (internal and external) to make it happen. The PMO Project Manager will partner cross-functionally across the Division and the City with business and technical partners and teams to ensure successful and timely outcomes. The PMO Project Manager is a strategic role that requires collaboration with business stakeholders to ensure business needs are met. This includes understanding how a project impacts the strategic roadmap of the business and aligning project execution to help achieve business objectives.

A Successful Candidate Will…

Operate effectively with teams and executive management and be comfortable leading, negotiating and influencing without authority. The candidate must have strong planning and organizational skills, broad understanding of software development lifecycle methodologies, project management methodologies, information technology service management methodologies, information technologies and business systems, knowledge of business functional areas supported by the Systems Division (PeopleSoft HCM and FSCM), and exceptional collaboration and communication skills.

Strong oral and written communication skills are crucial, as well as ability to think clearly, analyze quantitatively, problem-solve, scope business requirements and prioritize.

Key responsibilities include:

  1. Manage Government Operations Recovery projects across all stages of the software development life cycle.
  2. Build and foster positive relationships with internal and external business partners.
  3. Be a change agent by leading and championing change management and transformation efforts.
  4. Gather requirements from appropriate process owners, write clear and detailed functional specifications, prioritize features, and drive technical scoping as needed.
  5. Drive continuous process improvement by collaborating with stakeholders on design of new solutions that enhance business performance and achieve established goals.
  6.  Develop repeatable processes for Systems Division project management approaches.
  7. Developing, documenting and testing security roles and permissions
  8. Review functional designs and test documentation to ensure they adhere to best practices, meet user needs, and are viable solutions from a technical perspective.
  9. Document and executes testing requirements and test plans.
  10. Conducting trainings for end users
  11. Identifying, managing, escalating, and resolving issues and risks
  12. Troubleshoot and resolve production support issues
  13. Mentor and develop new functional business analysts.
  14. Performs other duties as assigned.

How to qualify

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience: Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.


Desirable Qualifications:

The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Candidate experience should cover financial processes, project management, accounting requirements documentation, process design, user acceptance testing, and risk/issue management responsibilities.
  • Experienced with Microsoft Project (Desktop or Online version).
  • Experienced with RAPID decision making.
  • Experience in managing cross-functional initiatives through influence versus direct management.
  • Experience managing accounting / finance process improvement and/or technology projects with aggressive schedules.
  • PMP, Scrum, Lean or similar credential.
  • Knowledge and experience with project management, functional, technical or operational support of Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), or Oracle Business Intelligence.
  • Knowledge of IT service delivery methodologies, such as ITIL, for mid to large scale organization.
  • Experience with setting performance standards, creating policies and procedures, and managing the work environment for professional level staff.
  • Excellent communication skills.
  • Advanced SQL skills.
  • ERP system design and support knowledge, especially integration between Financials and Supply Chain Modules.

  • Professional IS Business Analyst work experience in the Public Sector (Government or Nonprofit). 
  • Experience using PeopleSoft Query, Oracle SQL Developer, or other SQL development tools to report and analyze structured data.
