The current position is located at the San Francisco Department of Emergency Management in the Emergency Medical Services (EMS) Division. The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. Role description

Under policy direction, the Emergency Medical Services (EMS) Deputy Director of Operations is responsible for the operational oversight of functions, initiatives, regulatory requirements and activities of the EMS Agency in a very complex pre-hospital and hospital system. The EMS Deputy Director of Operations provides leadership and direction to ensure the San Francisco EMS Agency and EMS System functions reliably with the overall goal to improve patient care and outcomes to residents and visitors of San Francisco. They will focus on building coordination and collaboration among the participants in the EMS system to identify and operationalize the specific components of EMS response to emergency, non-emergency, preplanned, and disaster EMS incidents. They are responsible for ensuring that the EMS system meets local, state and federal regulations governing EMS systems the position participates in numerous committees for EMS planning across City departments and represents the EMS Agency at the state level for quality improvement. They provide input and expertise on decisions on allocation of resources within the division.

Key responsibilities:

  • Plans, directs, monitors, and evaluates the San Francisco EMS System, as the division manager for operations, in collaboration with system and community providers to provide the highest level of patient care and outcome.
  • Oversees standards and makes decisions which impact the daily operations and implementation of established procedures and policies and solves problems requiring analyses of issues that may result in deviations from routine processes, new technology and/or additional resources.
  • Develops, manages, and assess EMS policy and protocol development pertaining to EMS operations; develops and reviews EMS programs and initiatives to address diversity, equity, and inclusion in the prehospital setting.
  • Meets with EMS Agency staff and partners to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures. Monitors the work of and coaches subordinates to improve performance within the EMS Agency operations division.
  • Monitors the number of ambulance units available each day, special event situational awareness, and all-hazard responses.
  • Maintains Ambulance Ordinance and associated ambulance permit regulations. Coordinates the inspection and approval of existing and new ambulance providers and ambulance units.
  • Manages event medical planning including plan approval, information sharing with partners, and coordinates off-hours EMS coverage.
  • Oversees training development and initiatives for EMS system participants.
  • Responds to real-life events such as EMS surges and disaster events; develops and improves EMS system resiliency through development of exercises.
  • Communicates daily with EMS Agency Director and Medical Director on status of the EMS system.
  • Works with EMS Director to annually submit an EMS Plan to state EMS Authority.
  • Identifies, documents, and addresses problems, unusual occurrences, and complaints; makes recommendations and/or takes corrective action; oversees and participates in Investigations.
  • Requires periodic ride-alongs, inspections and site visits to evaluate the effectiveness of EMS policies and procedures. These Essential Duties require being physically capable of getting on and off fire apparatus’ and ambulances in emergency settings.
  • Provides on-call coverage to support after-hours EMS emergencies and events on a rotating basis.
  • Performs other related duties as assigned.

How to qualify

Education: Possession of a Bachelor’s Degree in Business, Health Administration, or Public Administration, or a closely related field; AND

Experience: Five (5) years of experience working in Emergency Medical Services (EMS) for a California EMS system or Local EMS Agency, either in an EMS Specialist/Coordinator/Dispatcher; AND 

License: Licensed for a minimum of five (5) years as a California Paramedic License or California Registered Nurse License or 911 public safety dispatcher certificate in Emergency Medical Dispatch and possession of a valid Peace Officers Standards and Training (POST) – POST dispatch certificate that is in good standing. 

Substitution:

Education Substitution: 10 years or more verifiable experience in Emergency Medical Services administration or dispatching from a Public Safety Answering Point (PSAP) may be substituted for the required education. 

Experience Substitution: Possession of a Master’s degree in Business, Health Administration, or Public Administration, or a closely related field may substitute for one year of experience. 

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Working experience in a California EMS system or Local EMS Agency , either in a quality improvement role, supervisor or management, research or regulatory capacity.
  • Supervisory or management experience in an EMS system or elsewhere.

Valid licensure and/or Certification must be kept current throughout length of employment. Failure to demonstrate/show proof of possession of required valid licensure and/or certification may result in dismissal and/or termination of employment.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. 

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

Supplemental Questionnaire Exam (Weight: 60%): Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire Exam. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position.  All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.

A passing score on the Supervisory Test Battery, and Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Note: Only those applicants meeting the minimum qualifications will be notified of the exact date, time and place to report for the examinations. Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

Score Report: A confidential score report  ("eligible list") of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information including names of applicants on the score report, shall not be made public unless required by law.  However a score report shall be made available for public inspection, upon request, once the score report is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

Score Report Duration: The duration of the score report resulting from this examination process will be 6 (six) months, and may be extended with the approval of the Human Resources Director.
