Role description

Under administrative direction, the Specialty Project Manager is responsible for managing specialized programming in the Office of Community Partnerships within the Department of Disability and Aging Services (DAS). This position is responsible for planning, designing, and implementation of programming for LGBTQ+ and Disability communities. In addition, this position will work closely with key stakeholders in programming and process improvement of an integrated system of care for San Francisco. They will provide mid-level management functions in an operating department with responsibility for a section, program or defined functional area and may assume responsibility for one or more section(s) or operational area(s) or operationally related services.

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Plans and develops community-based programs and services including development of Requests for Proposals and negotiation of contract terms. 
  2. Develops and manages budgets for programs and initiatives that support DAS's strategic plan. 
  3. Implements Quality Assurance (QA) program to ensure high quality of service. 
  4. Prepares reports, memoranda, and correspondence.
  5. Manages grants of various program areas to ensure department funded programs and services are effectively provided to older adults and people with disabilities.
  6. Maintains statistical records.
  7. Supervises professional, technical and clerical staff.
  8. Plans, directs, establishes standards, and develops policies and procedures for the Office of Community Partnerships. 
  9. Serves as the Departmental liaison to other departments and community agencies.
  10. Works closely with departmental and community advisory and policy boards/councils.
  11. Coordinates budget preparation and monitors expenditures and financial reports for contracted providers.  
  12. Oversees department outreach strategies to diverse communities.
  13. Oversees programs, outreach and projects for specific communities served by DAS including LGBTQ+ and Disability populations as well extended partners of the San Francisco Aging and Disability Resource Connection (ADRC) which is part of the State's No Wrong System of Care.

How to qualify

  1. Education: Possession of a baccalaureate degree from an accredited college or university; AND  
  2. Experience: Three (3) years of verifiable professional experience developing or administering programs that serve adults with disabilities or the LGBTQ community. 

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units. 

Desirable Qualifications  

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  1. Knowledge and awareness of community groups and organizations working to improve the lives of LGBTQ+ people and adults with disabilities
  2. Knowledge and awareness of community needs of LGBTQ+ or Disability populations in the San Francisco Bay Area
  3. Participation in a stakeholder group, task force, or community effort that focuses on improving the quality of life of and quality of services for the above populations
  4. Two (2) years of supervisory experience

SELECTION PROCEDURES
