The San Francisco Police Department (SFPD) seeks passionate individuals to serve as a journey level data & policy analyst within the SFPD. The Strategic Management Bureau (SMB) of the SFPD manages all major strategic projects for the department, to include police reform, change management, technology implementation, auditing, and policy development and implementation. As a new data and policy analyst, you would immediately contribute to ongoing and yet to be approved projects at the department level, in one of the top 20 law enforcement agencies in the nation by size.

Role description

Under general direction of the SMB Program Manager and Business Analysis Team Lead, the 1822 Admin Analyst (Journey) functions as a Data & Policy Analyst employing generally accepted data analysis and visualization techniques on dozens of available datasets. You will join our team as an analytics ninja and that will merge your expertise in data visualization with an eventual mastery of SFPD business practices. You will help identify opportunities for data modeling and visualization, conduct and communicate the analysis and help deploy the insights into reports and operations. You will work with a team of 4-8 analysts who work to deliver the best insights using data and knowledge of business practices to provide reporting to, our enterprise, our accountability partners, local, state, and federal government entities, and the communities we serve.

Essential Duties and Responsibilities:

  • Develop and respond to questions regarding department activities as captured in our data systems to improve transparency, responsiveness, and meet statutory requirements
  • Develop and deploy data visualizations that tell the story of our data to internal and external audiences
  • Utilize commonly accepted standards for data cleaning, transformation, exporting and loading in support of data transparency
  •  Analyze performance data to identify operational challenges and develop policy recommendations 
  • Work effectively with managers and staff to understand PSPP programs and operational workflows.
  • Support departmental capacity to make data more transparent and accessible to the public and to policymakers.
  • Develop and track internal performance metrics and reporting departmental performance superiors.
  • Perform related duties as assigned.

How to qualify

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work, as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR

3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822

Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Substantial experience in use of common spreadsheet software in data analysis and use of common data visualization tools and techniques
  • Basic experience in working with unstructured data, and data cleansing, processing, and wrangling
  • Basic experience in data analysis on a variety of datasets and issue areas and presenting and communicating the results of the analysis to a range of audiences
  • Basic experience in GIS and mapping concepts and tools or equivalent
  • Experience translating analytical insights into reports, recommendations, or briefings
  • BS/BA or Masters level education in GIS, computer science, engineering, statistics, mathematics, economics, engineering, policy analysis, public policy, or related field

Selection Procedures: The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview. 

Background Investigation: Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment. The investigation may include, but not be limited to: criminal history records, driving records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of  controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision, inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo  drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.

San Francisco Police Department (SFPD) job applicants would need to provide official verification consistent with the City's COVID-19 policy they are "Fully Vaccinated/Full Vaccination" before they can advance to the required Background Process phase of the recruitment process. "Fully Vaccinated" and "Full Vaccination" mean two weeks after completing the entire recommended series of vaccination (usually one or two doses) with a vaccine authorized to prevent COVID-19 by the FDA, including by way of an emergency use authorization, or by the World Health Organization (WHO). Disaster service work

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
