Under general direction, the 0931 Airside Compliance Manager Ill position will report to the 0932 Safety and Compliance Director, this position will be responsible for the coordination and integration of all planned and unplanned construction, maintenance, and enhancement projects in the Air Operations Area (AOA) within the framework of Federal Aviation Regulation Part 139 entitled, Certification of Airports and the Airport Rules & Regulations. The AOA is comprised of the runway and taxiway system (movement) and ramp operational area (non-movement). Responsibilities include but are not limited to: Plans, monitors, evaluates and reviews construction and maintenance work on the AOA to ensure the work conforms to the United States Department of Transportation, Federal Aviation Administration Advisory Circular No. 150-5370-2F regarding Operational Safety on Airports during construction; monitors the construction and maintenance work to ensure alignment with the airport's Safety Management System; ensures work is scheduled appropriately to reduce operational impact and works with Airside Operations and others to ensure resource requirements are aligned with resource availability, such as airfield escorts; Interfaces with construction crews regarding work areas, lay down space and other constraints to reduce operational impact: Initiates, evaluates and/or reviews Construction Safety Phasing Plans; attends AOA construction and maintenance project planning meetings; coordinates the work of the various subdivisions and stakeholders; supervises staff; and makes or recommends decisions regarding policy, operations, and administrative procedures.
The essential functions of this classiﬁcation include, but are not limited to, the following:
- Engages with the Airport's Pavement Management Group focused on the near-term runway, taxiway, taxi lane, and apron repairs
- Interface with Airport, Airlines, and Ground Handling tenants to identify solutions and options that maximize the safety and operational efficiency of apron layout design.
- Partner with Engineering staff and local FAA on key projects to enhance and maintain the complex non-standard geometry of the SFO runway and taxiway system.
- Develop in partnership with Engineering and Finance a 5-Year Strategic Runway and Taxiway Infrastructure Improvement Plan.
- Coordinate with Airline tenants on project impacts and develop mitigation strategies to minimize operational and revenue impact.
- Ensure construction and maintenance work on the AOA (work) conforms to the United States Department of Transportation, Federal Aviation Administration Advisory Circular No. 150-5370-2F regarding Operational Safety in Airports during Construction.
- Develop and implement standards for non-movement areas such as gate layout, vehicle service roads, ground support equipment, wing tip clearance, and other related operational requirements.
- Produce briefing documents on project mitigations for officials (Airport Director, Mayor's Office, and FAA's Airport's District Office).
- Ensure projects are aligned with the Airport's Safety Management System, driving risked based decision-making.
- Create process standards for the operational interface, linking departments and disciplines engaged in Airside project work, including identifying, developing, and or utilizing technology.
- Provide insight on project timing, scope, and alignment to gain synergies that reduce closures, disruption, and cost.
- Create and/or evaluate construction safety phasing plans, aligning construction operations with safety and compliance requirements while minimizing operational impacts.
How to qualify
Education: Possession of a baccalaureate degree from accredited college or university in Aviation Management, Business Administration, Public Administration, or a closely related field from an accredited college or university
Experience: Five (5) years of professional airport, airbase, or aviation operations experience. This experience must include at least three (3) years of experience supervising professionals.
Licenses or Certificates: Possession of a valid Class C Driver's License. A California license must be obtained prior to the appointment. The employee must continue to maintain a satisfactory driving record.
SUBSTITUTIONS: Education Substitution: Additional work experience in airport, airbase, or aviation operations may substitute for up to two (2) years of education on a year-for-year basis. No substitution will be allowed for the three (3) years of supervisory experience. (One year of experience will be considered equivalent to 30 semesters or 45 quarter units of college coursework).
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.
- Subject matter expert on Title 14 Par 139 regulation requirements and applicability to airside operations
- Knowledge of the Safety Management System and operational interface
- Familiar with aviation requirements (airside operational standards and requirements)
- Self-starter with strong negotiation skills, ability to effectively engage with others and work in a team environment
- Three (3) years of supervisory experience preferably in Airport Operations, Airfield Construction at a large commercial airport
Note: One-year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hours work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be the basis for termination from employment with the Airport Commission.
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates will be required to complete MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Management Test Battery (Weight: 60%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to: Problem Solving; Leadership; Decision Making; Interpersonal skills; Team Building; Communication & Conflict Management. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.
Training and Experience Evaluation (Weight: 40%)
Candidates will be administered a supplemental questionnaire to determine their possession of the knowledge, skills, and abilities required for the position of Airside Compliance Manager III - 0931 (SFO). All relevant experience, education, and/or training must be on the application in order to be reviewed in the rating process.
Note: A passing score on both the Training and Experience Evaluation and the Management Test Battery must be achieved in order to be placed/ranked on the Eligible List.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and the number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
