Role description

HSA Human Resources is recruiting for a Manager for their Administration Unit. This position will manage a team of HR professionals and will report to HSA's Human Resources Director.


According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

1.       Plans, manages, monitors, evaluates, and supervises the Administration Unit of Agency’s human resources team, including policy, health & safety, wellness, ergonomics, leave management, and payroll services.

2.       Develops, implements and maintains processes and practices to assure compliance with City, state, federal, and Department policies, procedures, legislation, regulatory and judicial mandates. Assists in the identification, development, and implementation of Agency goals, objectives, policies, and priorities.

3.       Manages, coordinates and assists in the development and review of departmental human resources policies, procedures, and handbooks.

4.       Coordinates the investigation of health and safety hazards and coordinates remedial action with representatives from various City and County departments, other agencies, businesses and the public, recommending corrective actions and preparing reports.

5.       Manages the development, modification, and/or maintenance of health and safety programs for the Agency; Coordinates the development of policies and procedures for responding to hazardous materials incidents and implementation of environmental health and safety laws, codes and regulations.

6.       Manages the development, procurement, and presentation of health and safety training.

7.       Participates in Agency and City Health and Safety committees.

8.       Coordinates the Agency’s Wellness and Ergonomics programs; including managing related budgets and resource procurement.

9.       Manages Agency leaves management and payroll systems accuracy and reconciliation (i.e. leaves balances, time reporting and time capture, etc.) with City budget system depiction of positions.

10.   May serve as liaison for the Agency with a variety of other City/County staff and officials of outside agencies; explains and justifies Agency or administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.

11.   May plan, develop, implement, or direct major or complex projects or programs which span a number of the Agency's established sections or divisions; manages the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action.

How to qualify

1.       Education: A baccalaureate degree from an accredited college or university;


2.       Experience: Five (5) years of professional experience in human resources in the fields of benefits administration; classification and compensation; diversity, equity, inclusion, and belonging; equal employment opportunity (EEO); examinations; human resources operations; employee labor relations; learning and organizational development; recruitment and selection.  This experience must include three (3) years supervising professional human resources staff.


Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units. 

Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master’s degree in Human Resources Management, Clinical/School/Industrial-Organizational Psychology, Public Administration, Business Administration, or related field may be substituted for one (1) year of the required professional experience.

  • Strong oral and written communication skills; Experience presenting to multiple levels of leadership including commissions
  • Experience managing multiple contracts

Selection Procedures:

Oral/Performance Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to participate in the Oral/Performance Examination designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of and ability to manage a unit or program; ability to establish and maintain effective working relationships; knowledge of training and ability to develop and deliver; ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; written communication ability; knowledge of laws and regulations pertaining to target population.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Oral Performance Examination in order to continue in the selection process.

The above test component is considered standardized and, therefore, test questions and answers are not available for public inspection or review.


After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
