Role description

The Asset Management Services (AMS) Manager will be reporting to the Hetch Hetchy Water and Power’s (HHWP) Division Manager and is responsible for providing strategic and tactical leadership, direction and development of HHWP’s Asset Management Services Team.  The incumbent in this classification will make decisions that impact the daily operations of their assigned section. They will provide mid-level management functions in an operating department with responsibility for a section, which includes asset management, and scheduling and planning services for the Hetch Hetchy Water and Power Project. The AMS manager is responsible for tracking over $23 million dollars in assets and labor.

Essential Duties 

  • Manages programs, operational activities, or projects of assigned section or program area
  • Coordinates with other departments to develop, evaluate, and implement operational goals and policies, ensuring the efficient operation sections/programs
  • Evaluates procedures and identifies problems of assigned programs; implement new procedures as necessary  
  • Adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities
  • Participates in capital and operating budget development by providing detailed justification and persuasive arguments for proposals or initiatives
  • Monitors program expenditures, maintains records and performs financial reporting for assigned section; provides executive management with an early warning and practical options to potential cost overruns
  • Performs risk-based maintenance analyses and supports capital improvement planning risk
  • Directs the allocation of resources to achieve timely outcomes and measurable goals within budget
  • Directs/manages structuring of Maximo work planning/asset tracking database
  • Coordinates and monitors the work of consultants, contractors, and assigned staff to: plan system shutdowns, develop work orders, develop purchase requisition, scheduling work groups, track assets, update and maintain the preventive maintenance module, track and report work completion, and coordinate clearance work
  • Trains and evaluates the work of subordinates and create performance improvement plans

How to qualify

  1. Bachelor's Degree from an accredited college or university;
    AND
  2. Four (4) years of professional experience in Asset Management, Procurement, or Materials Management at a water or power utility 

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis.

Selection Procedures

Once the application period is closed, qualified candidates will be sent a Minimum Qualification Supplemental Questionnaire (MQSQ) to complete.  
Supplemental Questionnaire Essay Exam (100%)
The purpose of the Supplemental Questionnaire (SQ) is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of asset management, risk management, budget management, supervisory and communication skills.

Qualified candidates will be sent email notices to complete the MQSQ and SQ exam. Failure to complete these steps by the established deadlines will result in disqualification. 
A passing score must be achieved on the exam to be placed on the eligible list and continue in the selection process.  Additional selection processes, like interviews, may be conducted by the hiring department prior to making final hiring decisions.

Score Report/Eligible List
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
