Role description

About the Opportunity
The Senior/Disability Housing and Housing Implementation Planner (Planner III) will be primarily responsible for advancing housing and community stabilization policies, including helping to implement policies from the Housing Element Update 2022. The Housing Element contains policies geared towards producing and preserving affordable housing, increasing housing choices in well-resourced neighborhoods of the City, and advancing racial and social equity, among other issues. The Planner will support community engagement, interagency coordination, and policy development and implementation.

In addition, the Planner will be responsible for convening an interagency process to develop an implementation plan that will advance the production and preservation of affordable housing serving seniors and people with disabilities. The plan will identify accountable agencies, resource allocations, policy and/or operational constraints, and other factors for policymakers and agencies to consider in support of meeting the housing needs for this vulnerable and growing segment of the population. The implementation plan will build on prior efforts by City agencies to identify needs and policy recommendations to adequately house the senior and disabled population, including the 2022 Aging and Disability Affordable Housing Community Needs Assessment, and the Budget and Legislative Analyst’s report, Options for Housing for Seniors and People with Disabilities.

Appointment Type and Anticipated Duration
This is a 12-month Temporary-Exempt (TEX) position.  Pursuant to the City & County of San Francisco Charter, Section 10.104.6. Any person occupying a position under exempt appointment shall not be subject to civil service selection, appointment, and removal procedures. Exempt employees shall serve at the pleasure of the appointing officer.

Responsibilities
Under direction, the Planner III performs complex and responsible planning work in areas such as land use, zoning, urban design, economic development, housing development, community development, environmental planning, open space and recreation, code enforcement, historic preservation, real estate, waterfront planning, airport planning, park planning, natural resource management, emergency planning, or other related planning fields.  

This Planner III will focus on housing policy projects, particularly the implementation of Housing Element and related rezoning and community stabilization policies. As needed, the Planner would assist on other community planning, land use, and zoning projects. Knowledge of housing and community stabilization policies is preferred, particularly housing serving seniors, disabled persons, and other vulnerable populations. The Planner should also have knowledge and experience in developing policies to address racial and social equity.

How to qualify

Minimum Qualifications

  1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years (8,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design);

    OR
     
  2. Possession of a master's degree from an accredited college or university in City, Regional or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies or Environmental Studies AND two (2) years (4,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design).

Desirable Qualifications 
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring. 

  • Strong project management skills and ability to independently move projects forward, including developing project scopes, schedules, and budgets, managing project teams and/or consultants, managing public outreach and engagement processes, and delivering high-quality work products within established budgets and timeframes. 

  • Strong written, oral, and graphical communication skills and the ability to interact effectively with people within the Planning Department, other agencies, and the public. 

  • Ability to effectively handle multiple projects and demands within deadlines. 

  • Extensive knowledge and understanding of the planning field and relevant planning and policy topics, including land use, housing, urban design, transportation, and economic development. 

  • Knowledge, skills, or experience with housing policy and implementation, especially housing serving seniors, people with disabilities, or other vulnerable populations.
