Role description

About the Natural Resources and Lands Management Division
The Natural Resources and Lands Management (NRLM) Division within the Water Enterprise of the SFPUC is responsible for the management of approximately 61,000 acres of Bay Area watershed lands under SFPUC ownership as well as 150 miles of utility right-of-way. NRLM Division is responsible for managing, protecting, restoring, and monitoring the ecological resources on these lands and environmental compliance for the operations and maintenance of the Hetch Hetchy Regional Water System which serves 2.7 million customers. About the Position
Directs and manages the Tuolumne and Alameda Lands Management Section of the Water Enterprise’s Natural Resources and Lands Management Division.  Geographically, this scope includes the Tuolumne River and Alameda Creek Watershed areas that affect or are affected by operation of the SFPUC water supply system.  Under the direction of the Division Manager, responsibilities include land management (e.g., maintenance of roads, fences, trails, non-native invasive species, and supervision of watershed keepers), natural resources planning and coordination with stakeholder interests (related to hydrology, rangeland management, forestry, and community outreach and public education), biological monitoring (e.g., limnology, botany, fisheries, and wildlife), and operation of the Sunol Native Plant Nursery.  Public education includes directing the interpretive programs around management of the Sunol AgPark and Alameda Creek Watershed Center.                 

Essential duties and responsibilities include but are not limited to:

  1. Directs the work of approximately 25 full-time and 10 part-time professional staff and field personnel; develops annual work plans for the Alameda/Tuolumne section and direct reports; determines priorities and evaluate performance; fosters professional development opportunities for section staff; and initiates progressive discipline action when necessary.    
  2. With the other two section managers, works with the Division Manager to prepare NRLM annual operating (approximately $15 million) and 10-year capital (approximately $50 million) budgets.  Within the section, manages financial resources to accomplish annual work plan objectives, and tracks spending to assure accountability.    
  3. Directs the planning and implementation of projects (SFPUC and outside organizations) that affect these areas and their natural resources, administers the implementation of the Alameda Watershed Management Plan, and assists with the implementation of the agreements with the Yosemite National Park Service and Stanislaus National Forest regarding the management of the Upper Tuolumne River Watershed.    
  4. Supports section staff with their work to acquire and oversee consultant support within these geographic areas, and monitors this work and authorizes payments as necessary.    
  5. In coordination with the Planning and Compliance Manager, assures all activities that affect these areas and their natural resources are planned and managed in accordance with applicable federal and state environmental laws and regulations.    
  6. Manages all watershed activities related to: minimizing wildfire risk, natural resource protection, restoration, and monitoring, law enforcement, and security.  Assists with the management of watershed land access permit system and leases, in coordination with Real Estate Services.  Ensures all watershed activities are implemented to protect the safety of the general public and SFPUC staff.    
  7. Plans, implements, and supervises field investigations and studies of natural resources within these watershed lands.  Develops cooperative research agreements with outside interests focused on SFPUC priority natural resource issues.  Ensures that data from research, studies, and field investigations is documented and organized into Division files, including Geographic Information System and other natural resource databases.    
  8. Establishes and maintains relationships with numerous outside agencies and interest groups within these watershed lands and surrounding communities.  Maintains information on key contacts; keeps appropriate Water Enterprise and Division staff informed of watershed related issues and concerns, represents the SFPUC to federal, state and local government officials; and responds to public inquiries about the watersheds.    
  9. Oversees and supervises the submittal of service requests and work orders to other Water Enterprise Divisions and CCSF departments to accomplish required maintenance work within these watersheds related to land management (e.g., roads, fences, trails, culverts, fuel breaks, and other vegetation management related to fuel suppression, etc.).    
  10. Oversees and supervisees the development and delivery of public education and interpretive programs related to the Sunol AgPark and Alameda Creek Watershed Center, and oversees and supervises the operation of the Sunol Native Plant Nursery.    
  11. Participates as a leader of the Division senior staff and management teams and ensures implementation of the Water Enterprise Environmental Stewardship Policy within these watersheds.
  12. Performs other related duties as assigned.

How to qualify

Minimum QualificationsMinimum qualifications reflect the lowest level of acceptable education and/or experience required of an individual such that the individual reasonably could be expected to satisfactorily perform the duties of the position.  Candidates must meet all the requirements established by the MQs to be considered for the position. 

  • Education: Possession of a baccalaureate degree from an accredited college or university; AND
  • Experience: Five (5) years of professional experience in natural resources and/or land management, of which includes three (3) years of supervising professional staff; AND
  • Licenses: Possession of a current valid California driver’s license.

Education Substitution: Applicants may substitute up to two (2) years of the required education with additional qualifying experience in natural resources and/or land management.

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

Desirable Qualifications:

  • Master’s degree in natural resources management, environmental sciences, biology, watershed management, forestry, and/or closely related field.

Compensation and Benefits: The normal annual salary range is $141,492 and $180,622. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight:  Qualifying) Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight:100%):

The Supplemental Questionnaire is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position.  Applicants will be given a deadline to return the Supplemental Questionnaire. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The duration of the eligible list resulting from this examination process will be of twelve (12) months, and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List.  The hiring department may administer additional position-specific selection procedures prior to making final hiring decisions.
