About the External Affairs Bureau

The External Affairs Bureau at the San Francisco Public Utilities Commission (SFPUC) is comprised of the Policy and Government Affairs; Communications; Community Benefits; and Strategy, Planning, and Innovation Divisions.

About the Career Opportunity 

Under the direction of the San Francisco Public Utilities Commission (SFPUC) Chief Strategy Officer and Assistant General Manager of External Affairs (AGM) and the Director of Strategy, Planning, and Innovation, the Operations & Optimization Manager performs a broad range of work including the development of data solutions to inform strategic planning, program development, implementation of process improvements to improve the EA Bureau’s culture, employee development and support, accountability, strategy, and outcomes. This position will work closely with the leadership of SFPUC's External Affairs Bureau, other SFPUC enterprises and bureaus, and external groups on a wide range of community, policy, communications, and strategic planning-related work. This position manages operations and resource optimization, and supports staff in receiving the tools, resources, data-instructed analytical design, and other tools to maximize employee-centered effectiveness and wellness, achieve efficiencies, optimize processes, and work product delivery, and develop a culture of interconnected and accountable employees and communities.

They will provide analysis and direction for key projects to formulate functional and effective operational strategies on priorities from the External Affairs leadership team as well as monitor and support implementation of program development and process improvements, as needed, to ensure desired outcomes are being achieved.

Essential Responsibilities & Duties Under Your Leadership: 

  • Support the development of an organizational culture grounded in strategic planning, data analysis, collective purpose, and interdependent mutual accountability.
  • Support development of clear, effective, data-driven decision-making processes by establishing Key Performance Indicators (KPIs) and measurement plans and creating reports with actionable insights.
  • Act as subject matter expert for applicable data science and other advanced analytical methodologies, programs, and projects in relation to business impact measurement.
  • Conduct an assessment of strengths and gaps regarding EA’s use of data analytics to inform core operations, and develop a strategy and resource plan to address findings.
  • Build data solutions, tools, and capabilities to enable self-service frameworks for data consumers to monitor and report on data.
  • Identify, source, transform, and join voluminous and complex internal data sources and platforms to collect, analyze, and compile data.
  • Direct the development and execution of data analytics, reporting and research activities to provide External Affairs with information and tools for policy analysis, strategic decision making, implementation of efficiencies, trends and forecasting, and data and informatics needs.
  • Execute end-to-end contracts management from intake to execution of contract, including management of contracts.
  •  Interface regularly with City and department partners on contract-related needs and using discretion and priority setting skills to escalate as necessary.
  • Work with External Affairs’ divisions to manage processes that enable teams to produce clear strategic plans and meaningful objectives/key results connected to the broader External Affairs’ strategy.
  • Establish and maintain effective and collaborative working relationships with key cross-functional teams, consultants, and other stakeholders.
  • Support a culture of continuous experimentation and improvement in service of and accountable to our customers and communities.

Performs related duties and responsibilities as assigned. According to Civil Service Commission Rule 109, the duties specified above are representative of the range of duties assigned to 0931 Manager III and are not intended to be an inclusive list.

How to qualify


If you are interested in a job like this, we are looking for people that have the following minimum qualifications: Applicants must meet the minimum qualification requirements by the Job Ad final closing date unless otherwise noted.

Qualify By:

Education: Possession of a baccalaureate degree from an accredited college or university; 

AND

Experience: Five (5) years of professional experience developing and/or implementing processes, programs, and policies in external affairs; public policy; government affairs; community benefits; communications; or related functional areas; experience must include three (3) years of supervisory experience.

SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.
