The Finance Division consists of three units: Accounting, Budgeting and Procurement, and Contracts Administration.
The Accounting unit ensures the timeliness and accuracy of all SFHSS financial transactions, conducts the Charter-mandated 10-County survey, calculates annual premium rates, oversees the annual external audit of the Health Service Trust Fund, reports to the Health Service Board, and is responsible for developing and monitoring the Employee Benefit Trust Fund.
The Budgeting and Procurement unit is responsible for development and monitoring of the General Fund Administration and Healthcare Sustainability Fund budgets and management of the procurement of goods and services for the department.
The Contracts Administration unit manages the negotiation and execution of contractual agreements for the department, annual contract renewals, procurements and competitive solicitations, and contract performance evaluation programs, compliance and monitoring.
Role description
- Performs difficult financial record-keeping operations within complex accounting systems in order to ensure accurate balances and available budgeted funds.
- Prepares and processes all procurement documents for the Department for materials and supplies and professional services under $50,000. Performs accounting transactions in FAMIS and ADPICS for all procurement including large contracts. Ensures all City requirements are met.
- Performs tasks in software related to accounting, including databases, automated accounting systems, spreadsheets and word processing.
- Reviews invoices against eMerge and other databases to ensure accuracy and prepares accounting documents including journal entries and payment documents.
- Organizes and files source documents according to accepted practice.
- Verifies correctness of accounting documents by comparing postings to source documents and checking calculations for accuracy.
- Reconciles invoices to source documents using eMerge statistical reports, payment files and other source documents.
- Review and process post tax refunds for members.
How to qualify
MINIMUM QUALIFICATIONS:
These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Eighteen (18) months (equivalent to 3,000 hours) of verifiable experience processing financial and accounting matters (e.g. cost records, deposits, expenditures, allocations), bookkeeping and/or financial record keeping. Such experience typically includes verifying correctness of financial documents; maintaining expenditure records; and reconciling subsidiary accounts
Substitution of Experience:
15 semester units (or equivalent quarter units) of coursework from an accredited college or university with a minimum of 6 semester units (or equivalent quarter units) in accounting may be substituted for up to six (6) months of the required experience as described above.
