Role description


About the Strategy, Planning, and Innovation Division of the External Affairs Bureau: The External Affairs Bureau at the San Francisco Public Utilities Commission (SFPUC) is comprised of the Policy and Government Affairs; Commnications; Community Benefits; and the Strategy, Planning, and Innovation Divisions. The Strategy, Planning and Innovation Division (SPI) is responsible for leading strategic planning, implementation, and coordination for critical SFPUC initiatives, programs, and projects. The SPI Division is proactive in issue spotting and bringing strategic analysis and solutions to the attention of leadership.

About the Career Opportunity 

Under the direction of the SFPUC's Chief Strategy Officer and Assistant General Manager of External Affairs (AGM), the Director of Strategy, Planning, and Innovation is a member of the External Affairs Management team, directing cross-agency and/or cross-sector, time-sensitive, and high priority initiatives as identified by the AGM.  The position is responsible for providing support to the AGM through the execution of a broad and complex set of assignments.

Key Responsibilities Under Your Leadership: 

  1. Supporting the AGM in coordinating, leading, and completing high-profile projects and initiatives with direct impact on core operations and processes; 
  2. Managing an interdisciplinary team responsible for ensuring the completion of the agency’s most intricate and important projects as assigned by the AGM;
  3. Completing internal and external communications of key initiatives, serving as a strategic problem solver, following up on a variety of tasks, and keeping the AGM abreast on all high priority matters; and
  4. Managing consultants contracted to develop and implement strategies to support specific initiatives.

In addition, this position assists the AGM and other senior leaders in the agency by driving a high performing culture and team, providing exceptional service, and delivering operational excellence.  The position establishes and maintains a broad and deep network across SFPUC, collaborating with all levels of staff on day-to-day activities, special projects, and long-term initiatives related to advancing key agency outcomes. This position leads internal collaboration with senior members of SFPUC Water, Wastewater, and Power Enterprises, as well as strategic, cross-sector partnerships to advance agency priorities.  

This position will take on multiple pilot projects at the local level related to infrastructure projects that are in their inception/proof of concept phase and support the work of our Enterprises on projects that are in their initial formation/pilot project phase, including working with the Mayor’s Office, Board of Supervisors, City Attorney’s Office and other offices around policy and legislative issues related to running an energy campaign associated with a potential purchase related to our Power Enterprise, supporting the necessary work around our Joint Powers Authority that is in formation, and supporting our water affordability work, among other key agency wide projects.   

This position is also responsible for providing strategic vision for local policy and legislative activities of the agency. This position works with the AGM and Director of Policy & Government Affairs to develop the agency’s local political strategy, serving as a liaison with local elected officials. In addition, this position supports the AGM in the strategic coordination and presentation of SFPUC activities and initiatives for the Commission.

Essential duties include:

  • Advise the strategy, coordination, alignment, and efficacy for key EA and SFPUC initiatives
  • Maintain strong relationships and coordinate with external stakeholders regarding EA and SFPUC initiatives
  • Support the capacity building and effective coordination of internal and external stakeholders to produce effective, strategic, aligned outcomes in service to community
  • Support External Affairs in strategic thinking regarding purpose, goals, vision, work-planning, evaluation, opportunities, and gaps
  • Manage a cross-functional team focused on effective operations, systems, and accountability/transparency to the public
  • Support the development of an External Affairs organizational culture grounded in strategic planning, data analysis, collective purpose, and interdependent mutual accountability
  • Support the cultivation of professional development opportunities for External Affairs staff in alignment with the organizational culture above
  • Identify opportunities for operational and administrative efficiencies across External Affairs’ divisions and processes to measure effectiveness
  • Support a culture of continuous experimentation and improvement in service of and accountable to our customers and communities
  • Establish and maintain effective working relationships with key cross-functional teams, consultants, and stakeholders

How to qualify

Qualify By:

Education:  Bachelor's degree from an accredited college or university. 

AND

Experience:  5 years of progressively responsible experience in policy development, legislative advocacy, or government relations with a public agency, non-profit entity, or elected official; of which 3 years must include experience supervising professionals

SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.
